Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.

Requests the Illinois Board of Higher Education to conduct a cost-neutral analysis of what public universities charge out-of-state students in Illinois compared to what is charged in its surrounding states.
Amends the Professional Counselor and Clinical Professional Counselor Licensing Act. Makes a technical change in a Section concerning the Professional Counselor Examining and Disciplinary Board.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that on each monthly bill for wireless telecommunications service sent to a consumer by a wireless telecommunications carrier, the carrier must state (i) the date on which the consumer's contract for wireless telecommunications service provided by the carrier ends and (ii) the amount of any termination fee charged to the consumer by the carrier if the consumer terminates wireless telecommunications service before the date on which the consumer's contract ends. Makes a carrier's violation of this provision an unlawful practice under the Act. Effective immediately.
Amends the Tax Increment Allocation Redevelopment Act. Provides that the joint review board shall appoint one of its members to preside over certain public hearings.
