Amends the Property Tax Code. Requires the township assessor or chief county assessment officer in a county with a population of more than 300,000 but less than 3,000,000 inhabitants to deliver to each person who makes a request a description or statement of any property assessed in that person's name or in which he or she holds ownership interest and the valuation placed on that property. Provides that the statement shall include a description of the method by which the assessment was derived. Provides that, in lieu of this statement, the assessor may include the equalization factors applied to the property and an explanation of how equalization affects the assessment. Requires continuing education for certain assessment officials. Provides that the county board may determine additional qualifications for board of review members above and beyond the statutory requirements. Provides that township assessors shall inform the supervisor of assessments of the type of software or other method by which assessments are conducted in the township. Requires assessors to maintain a list of all properties where the equalized assessed value has increased by more than 15% over the equalized assessed value of that property in the previous assessment year. Provides that the list shall be transmitted to the chief county assessment officer with the assessment books for that taxable year. Makes other changes. Provides that the Department of Revenue shall assemble all supervisors of assessment and board of review members and shall instruct them on the uniformity of their functions. Effective immediately.

Amends the Biometric Information Privacy Act. Provides that except to the extent necessary for an employer to conduct background checks or implement employee security protocols, a private entity may not require a person or customer to provide his or her biometric identifier or biometric information as a condition for the provision of goods or services. Provides that the new provisions do not apply to: (i) companies that provide medical services; (ii) law enforcement agencies; or (iii) governmental entities.
Amends the General Provisions Article of the Illinois Pension Code. Provides that if a member or participant of a retirement system or pension fund is convicted of, or pleads guilty to, a felony, other than a felony requiring forfeiture of that annuity or pension, then the board of trustees for that system or fund shall suspend the payment of that annuity or pension during that member's or participant's incarceration for that offense. Provides that, upon completion of the term of incarceration for that offense, the member or participant may seek reinstatement of his or her annuity or pension by filing a request for reinstatement of benefits with the applicable pension fund or retirement system in the manner prescribed by the applicable fund or system. Applies without regard to whether a member or participant is in service on or after the effective date of the amendatory Act. Effective immediately.
Amends the Illinois Pension Code. Makes a technical change in a Section concerning State universities.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that a health care professional who, acting in good faith, directly or by standing order, prescribes or dispenses an opioid antidote to a patient who, in the judgment of the health care professional, is capable of administering the drug in an emergency, shall not, as a result of his or her acts or omissions, "be liable for civil damages when administering naloxone in an emergency situation". Amends the Good Samaritan Act. Provides that any law enforcement officer or fireman, any emergency medical technician (EMT), and any first responder who in good faith provides emergency care to any person (rather than provides emergency care without fee or compensation) shall not, as a result of his or her acts or omissions, "be liable for civil damages when administering naloxone in an emergency situation".
Amends the Environmental Protection Act. Provides that the portion of a site or facility that is not at more than 3 locations that currently is permitted to accept landscape waste selected by the Environmental Protection Agency is not a pollution control facility. Makes a change to a provision concerning modification of an existing permit for the transfer of landscape waste. Effective immediately.
Creates the Township Modernization and Consolidation Act. Provides that all townships in a county may be dissolved by referendum, through either citizen petition or county board ordinance. Provides for petition, ordinance, and notice requirements. Provides for transfer of property, assets, personnel, contractual obligations, liabilities, tax levies, records, and rights and duties from the township to county. Further provides for procedures the county board may employ if a township has outstanding debt on the date of dissolution of the township. Amends the Township Code. Abolishes of office of township collector and transfers all powers and duties to the county collector. Provides that counties who dissolve all townships may retain their current form of governance (currently, required to form a commission form). Further provides that all townships within a coterminous municipality may dissolve (currently, only selected townships may). Amends the Election Code, Public Funds Statement Publication Act, the Property Tax Code, Mobile Home Local Services Tax Enforcement Act, and Counties Code making conforming changes.
Amends the Community Self-Revitalization Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Provides that each taxpayer who purchases a qualified townhome during the taxable year is entitled to an income tax credit of $1,000. Provides that the term "qualified townhome" means a townhome that (i) is located in Lake County and (ii) qualifies as homestead property. Effective immediately.
Amends the Condominium Property Act. Makes a technical change in a Section concerning the short title.
