Amends the Public Utilities Act. Provides that an alternative retail electric supplier or an alternative gas supplier may not use the name or logo of a public utility for marketing purposes.
Amends the State Board Of Education Powers and Duties Article of the School Code. Provides that all public school districts shall participate in the Illinois Youth Survey. Defines "Illinois Youth Survey" as a self-report survey, administered in school settings every 2 years, designed to gather information about health and social indicators of students. Authorizes the State Board of Education to enforce the administration of the Illinois Youth Survey.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, beginning on January 1, 2016 or as soon thereafter as is practical, to offer a special instant scratch-off game with the title of "The End of Alzheimer's Begins With Me". Requires the net revenue from that game to be deposited into the Alzheimer's Awareness Fund. Authorizes the Department to adopt rules necessary to implement and administer the game. Effective immediately.
Amends the Local Government Prompt Payment Act. Makes a technical change in a Section concerning the short title.
Amends the General Assembly, Downstate Police, Downstate Firefighters, Chicago Police, Chicago Firefighters, Illinois Municipal Retirement Fund (IMRF), Chicago Municipal, Cook County, Cook County Forest Preserve, Chicago Laborers, Chicago Park District, Metropolitan Water Reclamation District, State Employees, State Universities, Downstate Teachers, Chicago Teachers, and Judges Articles of the Illinois Pension Code. Provides that in any matter involving a question of whether pension benefits should be terminated because of a felony, the board of the fund or system shall make the Attorney General and the State's Attorney of the county in which the felony occurred parties to the proceeding. Provides that the Attorney General or the State's Attorney may contest the eligibility of the person convicted of the felony and may seek judicial review of the board's decision not to terminate benefits because of a felony conviction. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the Criminal Code of 2012 concerning the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law. Extends the date of repeal of the Law from June 11, 2017 to June 11, 2022.
Amends the Criminal Code of 2012. Makes a technical change in a Section concerning endangering the life or health of a child.
Amends the Illinois Pesticide Act. Provides that no person, other than a pesticide applicator licensed under this Act, may apply pesticide within any building or on the grounds of any school, other than a regional agricultural science and technology education center. Provides that no person shall apply a lawn care pesticide on the grounds of any public or private preschool or public or private school with students in grade 12 or lower, except that an emergency application of a lawn care pesticide may be made to eliminate a threat to human health.
Amends the Open Meetings Act. Removes requirements that a public body's website must be maintained by the public body's full-time staff in order to post public notice of meetings and minutes under the Act.
Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that no person shall be elected to the Senate for more than 3 consecutive terms and that no person shall be elected to the House of Representatives for more than 5 consecutive terms; provides for staggered applicability to Legislative and Representative Districts. Provides that no person shall be elected to the same Executive Branch office for more than 3 consecutive terms. Provides that elected bodies in any unit of local government or school district shall have the authority to implement term limits for all elected or appointed officials within that unit of local government or school district. Provides that judges shall have the authority to implement term limits for any elected judge. Effective upon being declared adopted.
