Amends the Property Tax Code. Provides that, when the general homestead exemption applies in counties with less than 3,000,000 inhabitants, the exemption shall automatically apply to the new homeowner if the property is sold. Removes a requirement in a Section concerning the alternative general homestead exemption that the assessor may require the new owner of the property to apply for the exemption in the following year if the property is sold.

Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, Limited Health Service Organization Act, and Voluntary Health Services Plans Act. Provides that an individual or group policy of accident and health insurance or managed care plan that provides coverage for influenza vaccination shall provide coverage for all reasonable and customary expenses, including the cost of the vaccine and administration fee, incurred when influenza vaccine is administered outside of the physician's office in a school by a local health department, a local physician's office, or other person qualified to administer vaccinations.
Amends the Civil Administrative Code of Illinois. Provides that a department or agency of the State shall not implement any part of the federal health care reform authorized by the Patient Protection and Affordable Care Act passed by the United States Congress on March 23, 2010 by using an executive order issued by the Governor of Illinois. Sets forth a definition for "federal health care reform". Effective immediately.
Amends the Cemetery Oversight Act. Makes a technical change in a Section concerning the short title.
Amends the Civil Administrative Code of Illinois. Provides that a department or agency of the State shall not implement any part of the federal health care reform authorized by the Patient Protection and Affordable Care Act passed by the United States Congress on March 23, 2010 until all state challenges to the constitutionality of the key provisions of the Act are fully adjudicated. Sets forth a definition for "federal health care reform". Effective immediately.
Amends the Illinois Insurance Code in the Article concerning the Illinois Life and Health Insurance Guaranty Association. Makes changes in the provisions concerning coverage and limitations; definitions; Board of Directors of the Association; powers and duties of the Association; assessments; and miscellaneous provisions.
Resolves that the Auditor General is directed to conduct an audit of the allocation of federal funds received by the State pursuant to the federal Patient Protection and Affordable Care Act.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a consumer reporting agency may not include in a consumer credit report any information based upon obligations incurred by a consumer during the time the consumer is a resident of a facility as defined under the Nursing Home Care Act.
