Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Authorizes the Department to charge an annual vehicle admission fee and daily access fee for entrance to properties owned, managed, leased, or all by the Department. Provides that the Department may charge a daily access fee to pedestrians and to owners of vehicles that do not have a current annual vehicle sticker. Provides that the Department may establish a fee for individuals who use a park without paying the annual vehicle admission fee or daily access fee. Requires revenue generated by the annual vehicle admission and daily access fees to be deposited into the State Parks Fund or Wildlife and Fish Fund. Authorizes the Department to adopt any rules necessary to implement these fees. Effective July 1, 2012.

Amends the Illinois Health Benefits Exchange Law. Provides that in no case shall the authority for establishing, administering, or operating a State-based health benefit exchange in Illinois be based upon an executive order issued by the Governor of Illinois. Effective immediately.
Amends the Department of State Police Law of the Civil Administrative Code of Illinois. Provides that the corporate authorities of a township are authorized to receive Law Enforcement Agencies Data Systems (LEADS) information for the limited purpose of complying with the eligibility requirements for public assistance set forth in the Illinois Public Aid Code.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Assessment Freeze Homestead Exemption, provides that, if an equalization factor of less than 1 is applied to the property for any taxable year, then the base amount shall be adjusted according to that equalization factor. Effective immediately.
Amends the Fox Waterway Agency Act. Makes a technical change concerning the Agency's programs.
Designates the Grand Avenue Overpass over Interstate 94 in Gurnee as the "Allen J. Lynch Congressional Medal of Honor Overpass" in honor of Allen Lynch and his accomplishments.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the purpose of the Article regarding nonprofit risk organizations.
Amends the Illinois Income Tax Act. In a Section concerning estimated taxes, provides that, if a taxpayer is entitled to a refund after the payment of the fourth installment, then he or she may apply the amount of the refund to the first installment due in the next taxable year.
Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Authorizes the Department to charge an annual vehicle admission fee and daily access fee for entrance to properties owned, managed, or both by the Department. Provides that the annual vehicle admission fee must not exceed $15 for each vehicle or motorcycle and that the daily access fee may not exceed $10 for each vehicle or $2.50 for each pedestrian, bicyclist, or motorcyclist. Provides that the Department must not charge an annual vehicle admission fee or a daily access fee to Illinois residents who are either disabled or veterans and must charge discounted fees to seniors. Provides that vehicles with current registered environmental or sportsman series license plates are exempt from these fees. Authorizes the Department to create a volunteer pass program that would allow each person who provides 500 or more hours of volunteer service at a State park (and up to 3 of his or her guests) to enter properties owned, managed, or both by the Department without paying an annual vehicle admission fee or a daily access fee. Requires revenue generated by the annual vehicle admission and daily access fees to be deposited into the State Parks Fund. Provides that each State park shall receive 100% of the revenue that it generates from these fees for its operation and maintenance costs. Authorizes the Department to adopt any rules necessary to implement these fees. Effective July 1, 2011.
Amends the Counties Code. Authorizes the county board or board of county commissioners of any county to regulate the placement, construction, and modification of the facilities of a telecommunications carrier as provided in the federal Telecommunications Act of 1996. In provisions concerning the design of a facility, provides that a telecommunications carrier or AM broadcast station shall abide by (now, consider) the specified guidelines. Removes provisions concerning the placement of a facility, review of permits, improvements and equipment, public hearings, and decisions regarding a facility. Further provides that a permit applicant shall provide performance and restoration assurances for facility removal and site restoration in the event of permanent cessation of use or abandonment. Sets rules concerning the assurances. Makes other changes. Effective immediately.
