Amends the Illinois Act on the Aging. In provisions concerning the Department on Aging's Community Care Program, provides that in no case shall home care aides be paid an hourly wage that is less than $10.25. Amends the Disabled Persons Rehabilitation Act. In provisions concerning the Department of Human Services' Home Services Program, provides that in no case shall the Department pay personal assistants an hourly wage that is less than $10.25 (instead of less than the federal minimum wage).

Congratulates the congregation of Trinity AME Church on the occasion of the church's 110th anniversary.
Amends the Illinois Vehicle Code. Provides that permanent vehicle registration plates shall be issued for a one-time fee of $8 to vehicles owned by counties, townships, or municipal corporations used for the purpose of ridesharing.
Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.
Amends the Criminal Identification Act. Provides that a petitioner may petition the circuit court to expunge the records of his or her arrests when he or she has been convicted of or placed on supervision for a misdemeanor that occurred more than 15 years before the filing of the petition if the person has not committed another offense within that period, other than minor traffic offenses. Provides that prior to the granting of the petition, the Director of State Police shall certify that the person has no other records of arrest and conviction within that time period, other than minor traffic offenses. Provides that the circuit court clerk shall charge a $150 fee per offense plus court costs for the expungement. Provides that the fees shall be deposited in the State treasury in a special fund known as the Misdemeanor Expungement Fund. Provides that the Secretary of Human Services shall disburse moneys in the fund as grants to certain specified organizations.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
Amends the Illinois Vehicle Code. Provides that person with disabilities parking placards or decals that are issued to veterans with a permanent disability shall not require evidence of disability for renewal.
Amends the Emergency Telephone System Act. Provides that an entity that installs or operates a private business switch service shall install and operate that service such that when a user dials the digits "9-1-1" the emergency call can be connected to the 9-1-1 system without first dialing any number or set of numbers. Sets forth penalties for failing to comply with the requirements of this amendatory Act. Effective immediately.
Amends the School Code. Provides that the State Board of Education shall require all schools under its jurisdiction to use, during the 2016-2017 school year and every school year thereafter, the FITNESSGRAM physical fitness assessment and report fitness information to the State Board of Education to assess student fitness indicators. Requires schools to integrate health-related fitness testing into the curriculum as an instructional tool, except in the early elementary grades. Provides that the testing shall be used to teach students how to assess their fitness levels, set goals for improvement, and monitor progress in reaching their goals. Provides that on or before October 1, 2014, the State Superintendent of Education shall appoint a 15-member stakeholder and expert task force that will make recommendations to the State Board of Education. Requires the task force to submit its recommendations on physical fitness assessment on or before April 1, 2015 and the State Board of Education to use the recommendations to adopt rules for the implementation of physical fitness assessments by each school on or before October 1, 2015. Provides that on or before September 1, 2016, the State Board of Education shall develop a system for collecting and reporting the aggregated fitness information from the physical fitness assessments. Effective immediately.
Amends the Service Use Tax Act. Makes a technical change concerning stating the tax as a distinct item.
