Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that 3 years after a redevelopment project area is established, the portion of taxes levied by a school district located in the redevelopment project area shall be allocated and paid to the school district in the manner required by law in the absence of the adoption of tax increment allocation financing.

Amends the Oil and Gas Lien Act of 1989. Makes a technical change in a Section concerning the short title of the Act.

Amends the Illinois Vehicle Code. Repeals a provision providing for the collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds. Effective July 1, 2015.

Creates the School Poverty Task Force to study sources of funding for poverty-stricken schools throughout the State of Illinois.

Appropriates $71,000,000 from the General Revenue Fund to the Department on Aging for funding for an additional $1.70 per hour to be paid to vendors of homemaker, chore, and housekeeping services in the Community Care Program for the purpose of increasing, by at least $1.00 per hour, the wages paid by those vendors to their employees who provide homemaker, chore, and housekeeping services. Appropriates $6,100,000 from the General Revenue Fund to the Department of Human Services for similar funding purposes for the Home Services Program. Effective July 1, 2013.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning assistance with exports.

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall suspend for 5 years the Firearm Owner's Identification Card of a person who has been convicted of a third violation of the provision of the Criminal Code of 2012 that makes it an offense for a person who possesses or acquires a firearm and thereafter loses the firearm, or if the firearm is stolen from the person, to fail to report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft. Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall suspend for 5 years the concealed carry license of a person who has been convicted of a third violation of that Criminal Code of 2012 provision. Amends the Criminal Code of 2012. Provides that a fourth or subsequent violation is a Class 4 felony (rather than a Class A misdemeanor).

Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.

Amends the School Code and the Local Governmental and Governmental Employees Tort Immunity Act. Allows school boards and local public entities to levy a tort immunity tax for the purpose of paying judgments and settlements under the federal Comprehensive Environmental Response, Compensation, and Liability Act of 1980 and the Environmental Protection Act until December 31, 2014 (instead of December 31, 2010).

Amends the Criminal Identification Act. Provides that the court may order the sealing of the records of arrests or charges not initiated by arrest which result in an order of supervision, an order of qualified probation, or a conviction for violation of an order of protection committed from July 1, 2011 through December 31, 2012 (rather than shall not be eligible for sealing) or a crime of violence as defined in the Crime Victims Compensation Act, except for domestic battery.
