Amends the School Code. Allows a school district to employ a substitute teacher for no longer than 30 instructional (instead of calendar) days if there is no licensed teacher under contract because of an emergency situation. Provides that a district in an emergency situation may employ as a substitute teacher an educator who holds a Professional Educator License or Educator License with Stipulations that is endorsed for the grade level of instruction for up to 120 days if the district notifies the appropriate regional office of education within 5 business days after the employment of the educator in the emergency situation. Provides that if an emergency situation exists for more than 30 instructional days, then the district shall recertify to the regional office of education that an emergency situation continues to exist and such recertification shall occur in 30-calendar-day increments, provided that no one teacher may be employed for more than a 120-instructional-day period in such an emergency situation. Effective July 1, 2015.

Appropriates $2 from the General Revenue Fund to the Department of Central Management Services for its FY17 ordinary and contingent expenses. Effective July 1, 2016.
Amends the Illinois Youthbuild Act. Directs the Department of Juvenile Justice, the Department of Commerce and Economic Opportunity, the Department of Corrections, the Department of Transportation, and the Department of Human Services (instead of only the Secretary of Human Services) to make grants to applicants for the purpose of carrying out Youthbuild programs. Effective immediately.
Appropriates $1,500,000 from the General Revenue Fund to the Department of Human Services for grants to the Illinois YouthBuild Coalition. Effective July 1, 2015.
Amends the State Finance Act. Provides that certain funds shall not be repaid in certain amounts for moneys transferred pursuant to Fiscal Year 2015 cash flow borrowing. Effective immediately, but does not take effect at all unless House Bill 5045 of the 99th General Assembly becomes law.
Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes a 3.75% surcharge on firearms and firearm component parts. Amends the State Finance Act. Creates the At-Risk Youth Assistance Fund. Provides that the 3.75% surcharge shall be deposited into the Fund. Sets forth the purposes for which moneys in the Fund may be used. Effective immediately.
Creates the School Poverty Task Force to study sources of funding for poverty-stricken schools throughout the State of Illinois.
Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.
Amends the Children's Product Safety Act. Prohibits a commercial dealer, manufacturer, importer, distributor, wholesaler, or retailer from selling, offering to sell, leasing, or offering to lease a crib bumper pad in the State. Imposes a civil penalty of not less than $100 and not more than $500 for each violation. Provides for the deposit of these civil penalties into the Attorney General Court Ordered and Voluntary Compliance Payment Projects Fund.
