Urges the State of Illinois to rename Columbus Day as "Indigenous Peoples' Day" in honor of those that were in North America prior to the arrival of Christopher Columbus.

Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act. Imposes a 3.75% surcharge on firearms and firearm component parts. Amends the State Finance Act. Creates the At-Risk Youth Assistance Fund. Provides that the 3.75% surcharge shall be deposited into the Fund. Sets forth the purposes for which moneys in the Fund may be used. Effective immediately.
Amends the Uniform Disposition of Unclaimed Property Act. Decreases the duration from 7 years to 5 years for unclaimed property held by any federal, State, local government or governmental entity to be presumed abandoned.
Amends the Illinois Nuclear Facility Safety Act. Makes a technical change in a Section on legislative findings.
Amends the Illinois Local Library Act. Provides that a library board of trustees' statement of financial requirements necessary for the next year and any amount the library board believes will be necessary to levy taxes for the library's next fiscal year shall be submitted to the governing board of the municipality 60 days prior to when any tax levy is to be made (rather than 60 days after the expiration of the fiscal year). Effective immediately.
Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.
Urges public and charter schools to post information concerning the Department of Children and Family Services' child abuse hotline and other information concerning reporting abuse, neglect, and exploitation.
Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall suspend for 5 years the Firearm Owner's Identification Card of a person who has been convicted of a third violation of the provision of the Criminal Code of 2012 that makes it an offense for a person who possesses or acquires a firearm and thereafter loses the firearm, or if the firearm is stolen from the person, to fail to report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft. Amends the Firearm Concealed Carry Act. Provides that the Department of State Police shall suspend for 5 years the concealed carry license of a person who has been convicted of a third violation of that Criminal Code of 2012 provision. Amends the Criminal Code of 2012. Provides that a fourth or subsequent violation is a Class 4 felony (rather than a Class A misdemeanor). Effective immediately.
Amends the School Code. Requires the State Board of Education to establish a reading initiative in all public elementary schools to ensure that all students, beginning with students entering kindergarten in the 2016-2017 school year, are reading at or above grade level by the time they complete 3rd grade. Provides that, under the initiative, if a student does not read at or above grade level by the time he or she completes 3rd grade, then that student may not be promoted to the next higher grade level until he or she is able to read at or above grade level. Provides that if more than 10% of a school's 3rd grade students are retained at the end of a given school year, then the school district is subject to State intervention, in which the State Board of Education may authorize the State Superintendent of Education to direct the reassignment of students or direct the reassignment or replacement of school district personnel who are relevant to the failure of those students to read at or above grade level. Effective immediately.
