Amends the Illinois Public Aid Code. Provides that subject to federal approval if required, a household that includes an elderly, blind, or disabled person shall be considered categorically eligible for Supplemental Nutrition Assistance Program (SNAP) benefits if the gross income of such household is at or below 200% of the nonfarm income poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services under the authority of 42 U.S.C. 9902(2); and a household that does not include an elderly, blind, or disabled person shall be considered categorically eligible for Supplemental Nutrition Assistance Program (SNAP) benefits if the gross income of such household is at or below 165% of those nonfarm income poverty guidelines. Effective January 1, 2016.

Amends the Criminal Identification Act. Provides that arrests or charges not initiated by arrest resulting in orders of supervision, including orders of supervision for municipal ordinance violations, successfully completed by the petitioner, except certain excluded offenses, may be sealed 2 years (rather than 3 years if the petitioner has never been convicted of a criminal offense or 4 years if the petitioner had been convicted of a criminal offense) after the termination of petitioner's last sentence. Provides that convictions for non-excluded non-felony offenses and certain Class 4 felony and first offender probation dispositions may be sealed 3 (rather than 4) years after the termination of the petitioner's last sentence.

Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.
Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. Provides that the first $100 of child support collected on behalf of a family in a month for one child and the first $200 of child support collected on behalf of a family in a month for 2 or more children shall be passed through to the family and disregarded in determining the amount of the assistance grant provided to the family. Provides that any amount of child support that would be disregarded in determining the amount of the assistance grant shall be disregarded in determining eligibility for cash assistance. Effective immediately.
Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Removes a provision requiring the Department of Healthcare and Family Services to limit adult podiatry services to individuals with diabetes. Effective immediately.
Amends the Illinois Emergency Employment Development Act. Provides that the Department of Employment Security, rather than the Department of Commerce and Economic Opportunity, shall administer that Act. Amends the 21st Century Workforce Development Fund Act to provide for administration by the Department of Employment Security, rather than the Department of Commerce and Economic Opportunity. Authorizes expenditures of moneys in the 21st Century Workforce Development Fund for implementation of the Illinois Emergency Employment Development Act and to provide that the Fund is not subject to administrative charge-backs. Amends the Unemployment Insurance Act to impose a 0.1% surcharge on employer contributions under that Act for deposit into the 21st Century Workforce Development Fund.
