Amends the State Finance Act, the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, the Telecommunications Excise Tax Act, and the Telecommunications Infrastructure Maintenance Fee Act. Provides for transfers from certain special funds of the State to the Tax Compliance and Administration Fund. Provides that those moneys shall be used, subject to appropriation, to fund additional auditors and compliance personnel at the Department of Revenue. Effective on the first day of the first calendar month to occur not less than 30 days after this Act becomes law.

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
Amends the Code of Civil Procedure. Provides that in a successful appeal under the Administrative Review Law of an adverse decision by a unit of local government, the court shall award the plaintiff all reasonable costs, including court costs and attorney's fees, associated with the appeal. Provides that if the court finds the decision by the unit of local government was clearly erroneous or that the plaintiff's rights to due process were abridged, the court may award the plaintiff all reasonable costs associated with the entire case dating back to the inception of the administrative proceeding.
Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.
Amends the Criminal Code of 2012. Adds various offenses to the list for which a vessel, vehicle, or aircraft used with the knowledge and consent of the owner in the commission of, or in the attempt to commit, the offense may be seized and forfeited. Provides that the vessel, vehicle, or aircraft may be seized and impounded by law enforcement agency (rather than delivered forthwith to the sheriff at the Courts of Seizure). Effective immediately.
Amends the Liquor Control Act of 1934. Makes changes in provisions that prohibit the sale or furnishing of alcohol to, and the possession of alcohol by, persons under the age of 21. Provides that it is unlawful for any person (instead of parent or guardian) to knowingly permit his or her residence, any other private property under his or her control, or any vehicle, watercraft, or conveyance (instead of residence or any other private property under his or her control) to be used by an invitee (instead of an invitee of the parent's child or the guardian's ward) under the age of 21 in a manner that violates the prohibition. Provides that if a residence or other property has an owner and a tenant or lessee, there is a rebuttable presumption that the tenant or lessee is the only occupant. Provides that a person does not violate the provision if (1) that person requests police assistance with terminating the activity or removing an invitee under the age of 21, and (2) that person requests police assistance before any other person makes a formal complaint to the police about the activity. Deletes a separate provision that makes it a crime for any person to knowingly permit his or her residence to be used by an invitee under the age of 21 in a manner that violates the prohibition.
Amends the Interscholastic Athletic Organization Act. Provides that an association or other entity that has, as one of its purposes, promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall develop an online certification for high school coaching personnel and athletic directors in concussion awareness and reduction of repetitive sub-concussive hits and concussions. Provides that on and after the effective date of the amendatory Act, online concussion certification is mandatory for all high school coaching personnel, including the head and assistant coaches, and the athletic directors. Sets forth provisions governing certification requirements for coaching personnel and athletic directors hired before and after the effective date of the amendatory Act. Provides that the mandatory online certification program content shall be updated annually and include a video, and sets forth the topics of focus. Further provides that to pass the concussion certification, coaching personnel and athletic directors shall review the association's online material and demonstrate proficiency on the test developed by the association. Requires the certification to be renewed every 2 years. Provides that high school coaching personnel and athletic directors shall annually require their student athletes to watch the video in the online concussion certification program to increase athlete awareness of the risk of concussion and sub-concussive hits to the head. Provides that high school coaching personnel shall encourage coaches of youth sports organizations to consider this certification. Effective immediately.
Creates the Smoke-Free Campus Act. Sets forth the General Assembly's findings. Provides that beginning on July 1, 2014, smoking is prohibited on each campus of a State-supported institution of higher education. Provides that on or before December 31, 2013, each State-supported institution of higher education shall establish a community task force for the purpose of coordinating with community and campus leaders for the implementation of the Act. Provides that the governing board of each State-supported institution of higher education shall implement the Act and shall promulgate all policies and regulations necessary for this purpose, including, but not limited to, disciplinary action, fines, and an appeals process. Effective immediately.
Amends the Military Code of Illinois and the State Finance Act to create the Illinois National Guard Billeting Fund. Further amends the Military Code of Illinois to provide that the Fund shall be funded from proceeds collected by the Department of Military Affairs incident to billeting operations conducted by the Illinois National Guard at locations within the State. Provides that moneys within the Fund shall be used to pay the expenses of billeting operations not eligible for payment with federal or State appropriated funds. Provides that the Department of Military Affairs shall administer the Fund in accordance with the laws of this State, applicable federal requirements governing the use of such funds, and appropriate rules and procedures established by the Adjutant General. Effective July 1, 2014.
Amends the Children and Family Services Act. Makes a technical change in a Section concerning the short title.
