CNTY OFFICIALS-COMPENSATION

Amends the Property Tax Code, the Counties Code, and the Clerks of the Courts Act. Provides that assessors, county treasurers, coroners, sheriffs, recorders of deeds, clerks of the circuit court, and other county officers whose terms of office begin on or after the effective date of the amendatory Act shall not receive a stipend. Effective immediately.

ELEC CD-VOTING-CONSOLIDATED

Amends the Election Code. Provides that a person who is 17 years old on the date of a consolidated primary election is qualified to vote at that primary if he or she will be 18 years old on the date of the immediately following regular election (now, general election). Effective immediately.

BUDGET-REQUIREMENTS

Amends the State Budget Law of the Civil Administrative Code of Illinois. In a Section concerning budget information submitted by the Governor, provides that no budget shall be submitted that encompasses less than a full fiscal year. Provides that each appropriations bill constituting the budget of the State of Illinois for the coming fiscal year and each budget implementation bill for the coming fiscal year shall be posted on the Governor's Office of Management and Budget's website not less than 10 business days before the bill is moved to third reading in the second chamber of the General Assembly. Effective immediately.

AGENCIES-TEST CASES

Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, no later than August 1, 2014, the Governor shall select 5 specific programs, each administered by a different State agency, to serve as test cases for the introduction of a continual performance measurement system. Provides that the Governor and the Director of the applicable State agency shall jointly identify specific and measurable goals for the test program to meet and shall monitor and evaluate the Agency's effectiveness in meeting those goals. Provides that certain information shall be included on the Agency's website and the budgeting for results website. Provides that the Commission on Government Forecasting and Accountability shall review the process and the results for the test cases and shall report its findings to the General Assembly annually. Effective immediately.

HIGH RISK HOME LOAN-POINTS-FEE

Amends the High Risk Home Loan Act. Provides that the term "points and fees" does not include fees paid to the United States Department of Veterans Affairs required by law, fees paid to the Federal Housing Administration required by law, and fees paid to the United States Department of Agriculture's Rural Development Loan Program required by law.

PREDATORY LENDING-INFORMATION

Amends the Predatory Lending Database Article of the Residential Real Property Disclosure Act. Provides that if a borrower applies for a loan lacking certain features, the information required to be submitted by a broker or originator for inclusion in the predatory lending database is limited to the borrower's name, address, social security number or taxpayer identification number, date of birth, and any other borrower contact information required by the Department of Financial and Professional Regulation by rule.

LLC FEE SCHEDULE

Amends the Limited Liability Company Act. Reduces some fees in the fee schedule for limited liability companies filing documents with the Secretary of State to match the fees for similar documents in the fee schedule for corporations. Effective immediately.
