ELECTRIC VEHICLE INFRSTRUCTURE

Creates the Electric Vehicle Infrastructure Act. Provides that all regional and local transportation planning organizations in the State shall be invited to collaborate with the transportation electrification industry, the Office of the Governor, the Department of Commerce and Environment Opportunity, the Illinois Environmental Protection Agency, the Citizens Utility Board, environmental and public policy organizations, all electric utilities generating electricity within the State, and certain federal agencies to seek input and to seek all funding for the planning, deployment, and installation of electric vehicle public charging station infrastructure capable of being integrated intelligently with the electrical grid. Provides that municipalities and counties shall require a portion of all private and public parking lots, garages, and on-street parking spaces for the establishment of electric vehicle parking spaces. Sets forth provisions concerning purpose, definitions, planning, public meetings, parking spaces, penalties, public charging station infrastructure standards, the Transportation Electrification Energy Block Grant Fund, and permitting or electrical and building codes. Makes other changes. Amends the State Finance Act. Creates the Transportation Electrification Energy Block Grant Fund. Makes corresponding changes in the Property Tax Code, Public Utilities Act, and the Illinois Vehicle Code. Effective immediately.

VEH CD-WORK ZONES-CELL USE BAN

Amends the Illinois Vehicle Code. Provides that no person may use a wireless telephone at any time while operating a motor vehicle on any section of a highway that is undergoing a construction or maintenance project (instead of on a highway in a construction or maintenance speed zone).

UTILITIES - NET METERING

Amends the Public Utilities Act. Changes the definitions of "eligible customer" and "eligible renewable electrical generating facility" as used in certain provisions concerning net electricity metering. Deletes a provision allowing the electricity provider, in the case of non-residential customers, to arrange for the local electric utility or a meter service provider to install and maintain metering equipment capable of measuring the flow of electricity both into and out of the customer's facility at the same rate and ratio, typically through the use of a dual channel meter. Deletes a provision that requires an electricity provider to require dual-channel metering for non-residential customers operating eligible renewable electrical generating facilities with a nameplate rating over 40 kilowatts and up to 2,000 kilowatts. Provides that an electricity provider shall provide net metering to eligible customers until the load of its net metering customers equals 5% (instead of 1%) of the total peak demand supplied by that electricity provider during the previous year. Provides that each electricity provider shall (rather than shall consider whether to) allow meter aggregation for the purposes of net metering on certain properties. Provides that meter aggregation shall be allowed whether the eligible renewable energy generating device is located on the premises of the eligible customer or is interconnected to the distribution grid of the eligible customer's electricity provider or alternative retail electric supplier. Provides that meter aggregation shall be subject to the terms and conditions approved by the Illinois Commerce Commission. Makes other changes.

GROUP INSURANCE-CONTRIBUTIONS

Amends the State Employees Group Insurance Act of 1971. Deletes the following defined terms: "New SERS annuitant", "New SURS annuitant", "New TRS State annuitant", "New SERS survivor", "New SURS survivor", and "New TRS State survivor". Deletes provisions that require the State to contribute toward the cost of coverage under the basic program of group health benefits an amount that is equal to 5% of that cost for each full year of creditable service, up to a maximum of 100% for an annuitant with 20 or more years of creditable service, for those classes of persons. Changes the manner in which the cost of health benefits for community college benefit recipients and TRS benefit recipients is to be paid. Provides that, beginning on the effective date of the amendatory Act, the Director of Central Management Services shall, on an annual basis, determine the amount that each annuitant, survivor, and retired employee shall contribute toward the basic program of group health benefits on behalf of retired employees, annuitants, and survivors. Requires the Director, when determining that amount, to take into account benefit points and annual pension income. Sets the amount of the required State contribution toward the basic program of group health benefits. Effective July 1, 2012.
