Amends the Energy Efficient Building Act. Provides that an energy inspector shall inspect new residential and commercial construction and certify that the construction meets the standards of the International Energy Conservation Code. Defines "energy inspector". Effective immediately.

Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, School Code, Illinois Insurance Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act to provide that if an accident and health insurance policy is to be in effect during more than one calendar year, then all deductibles and annual maximum out-of-pocket payment limits under the policy shall be applicable to the term of the policy and shall not be applicable to each calendar year in which the policy is in effect. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Provides that small businesses may be provided group health coverage under the Act. Limits small businesses to those with 50 or fewer employees. Specifically allows for payment for coverage by the employees. Provides that employees that have other coverage do not have to enroll in the coverage. Authorizes the use of State funds, pursuant to appropriation, in operating the plan. Provides for the utilization of insurance producers in the marketing of the plans. Makes other changes concerning domestic violence shelters and services. Amends the State Finance Act to provide for payments made on behalf of the small business employees to be deposited into the Small Employers Health Insurance Reserve Fund.
Amends the Water Use Act of 1983. Makes a technical change in a Section concerning the short title of the Act.
Amends the Co-operative Act. Provides that health benefit purchasing cooperatives may be organized by one or more persons in geographic areas designated by the Director of the Department of Insurance. Provides guidance for the design of a health benefit purchasing cooperative. Provides guidance for establishing member criteria and requires a cooperative to file the criteria and other reports with the Director of the Department of Insurance. Provides that each health benefit purchasing cooperative shall be organized on a membership basis with no capital stock. Provides that the contract between the health benefit purchasing cooperative and an insurer shall be for a term of 3 years. Effective immediately.
Amends the Illinois Insurance Code. Provides that beginning January 1, 2012, no group or individual policy of accident and health insurance issued in this State that covers hospital or medical expenses, for an insured or the insured's immediate family or children, shall exclude coverage for any condition defined under the Department of Insurance rules as a pre-existing condition.
Amends the Chicago Municipal and Chicago Laborers Articles of the Illinois Pension Code. Provides, in both affected Articles, that a leave of absence without pay during employment with a local labor organization is not to be included in computing the term of service of a person who first becomes a participant on or after the effective date of the amendatory Act. Effective January 1, 2012.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
Urges the Nuclear Regulatory Commission to adopt regulations concerning certain safety issues affecting power plants in Illinois.
