Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning prisoner records maintained by the Department of Corrections.
Amends the Downstate Teacher Article of the Illinois Pension Code. For a member who is not eligible to retire on the effective date of this amendatory Act, limits retroactive retirement to 2 years from the date of the member's application for retirement. Authorizes the Board to issue subpoenas to compel the attendance of witnesses and the production of documents and records, in conjunction with an attempt to obtain information to assist in the collection of sums due to the System. Specifies that the Board may request information from any member, annuitant, beneficiary, or employer as necessary for the proper administration of the System. Repeals a provision relating to limited employment during disability. Effective immediately.
Amends the Cook County Article of the Illinois Pension Code. Allows the board of the Fund to waive the required physician's proof of disability if (1) the employee has been compensated by the county for the disability or specific loss under the Workers' Compensation Act or Workers' Occupational Diseases Act or (2) the employee claims ordinary disability of up to 8 weeks for maternity. Provides that an employee who enters service after December 31, 2016 and who, while in receipt of an ordinary or duty disability benefit, assumes any employment for compensation, shall not be entitled to receive any amount of such disability benefit which, when added to his compensation for such employment during disability, plus any amount payable under the provisions of the Workers' Compensation Act or Workers' Occupational Diseases Act, would exceed the rate of salary on which his disability benefit is based. Effective immediately.
Amends the Environmental Protection Act. Makes a change to a purpose for which the Water Pollution Control Loan Program shall be used. Effective immediately.
Amends the Illinois Municipal Retirement Fund (IMRF), Cook County, State Employees, State Universities, Downstate Teachers, and Chicago Teachers Articles of the Illinois Pension Code. For participants who first become participants on or after the effective date of the amendatory Act, prohibits (i) payments for unused sick or vacation time from being used to calculate pensionable earnings and salary and (ii) unused sick or vacation time from being used to establish service credit. Effective immediately.
Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that when any amounts are refunded, the corresponding city contributions and interest, unless needed for the prior service annuity reserve, shall be used to reduce the unfunded liability of the fund (rather than to reduce a future city contribution). Amends the State Mandates Act to require implementation without reimbursement.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the Department of Juvenile Justice assuming the duties of the Juvenile Division of the Department of Corrections.
Amends the Election Code. Provides that early voting by personal appearance begins the 15th (rather than 40th) day preceding a general primary, consolidated primary, consolidated, or general election. Effective immediately.
Amends the Election Code. Provides that all applications submitted on a website maintained by the State Board of Elections shall be deemed timely filed if they are submitted no later than 11:59 p.m. on the 16th day (instead of on the final day for voter registration) prior to an election. Effective immediately.
