Declares that in order for Illinois' citizens to have fair opportunity to redress their grievances, and to maintain a system of justice that lends no favor within its arena and insures the scale of justice remains blind to its pursuers, the right to trial by jury of one's peers must be preserved and neither altered nor eroded by those that may threaten it, in accordance with the foresight of our ancestors that safeguarded this most fundamental right.

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that, beginning in 2015, the board shall adopt an annual budget at its December meeting for the succeeding calendar year. Effective immediately.
Amends the Code of Civil Procedure. Makes a technical change in the short title Section.
Amends the Juvenile Court Act of 1987. Provides that in no event shall a minor guilty of an offense under the Illinois Controlled Substances Act be committed to the Department of Juvenile Justice.
Amends the Cook County Article of the Illinois Pension Code. In a provision concerning contributions to the Fund, authorizes the county to make additional contributions from additional sources to cover administrative expenses, disability benefits, group health benefits, and other annuity costs. Effective immediately.
Urges the Teachers' Retirement System and the State Universities Retirement System to pursue an Internal Revenue Service ruling on the compliance of Tier 2 with safe harbor provisions under Section 3121(b)(7)(F) of the Internal Revenue Code of 1986.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that the Board of the Fund shall have the option of administering the health insurance program, in whole or in part, if deemed to be the most efficient method of providing retiree health insurance. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the nomination of candidates for the General Assembly.
Congratulates Donald Gould, Jr. on the occasion of his retirement as chief of the Prospect Heights Fire Protection District.
Amends the Juvenile Court Act of 1987. Provides that the period of probation or conditional discharge of a juvenile shall be a period of at least 5 years, or until the minor has attained the age of 21, whichever is less, only if the juvenile is found to be guilty of first degree murder, and not if the juvenile is found to be guilty of a Class X felony or a forcible felony.
