RENEWABLE RESOURCE PROCUREMENT

Amends the Illinois Power Agency Act. Requires the Planning and Procurement Bureau to establish a long-term renewable resources procurement plan that includes all renewable energy credits necessary to meet specified goals (replacing the current renewable portfolio standards). Sets forth guidelines for what shall be included in the procurement plan. Makes changes to provisions concerning definitions, the powers of the Agency, the Illinois Power Agency Renewable Energy Resources Fund, and the duties of the Planning and Procurement Bureau. Amends the Public Utilities Act. Makes changes concerning nondiscrimination, energy efficiency and demand-response measures, natural gas efficiency programs, real-time pricing, infrastructure investment and modernization, the Illinois Smart Grid test bed, and on-bill financing programs for electric and gas utilities. Adds provisions related to renewable energy credit procurement. Amends the Environmental Protection Act. Provides that upon promulgation by the U.S. Environmental Protection Agency of a final rule regulating carbon dioxide emissions from existing electric generating units, the Illinois Environmental Protection Agency shall be authorized to implement a cap and invest program or similar market mechanism to regulate carbon dioxide emissions. Makes other changes. Effective immediately.

DHFS-MEDICAID-SOCIAL WORKER

Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to adopt rules, no later than 90 days after the effective date of the amendatory Act, for the legally recognized services of persons licensed under other laws of this State as a clinical social worker.

ELEC CD-REPORTING

Amends the Election Code. Provides that specified quarterly reports of campaign contributions, expenditures, and independent expenditures shall disclose the full name and mailing address of each person who has been compensated in any way, monetarily or with an item redeemable for monetary value, for personal services, compensated for labor, and reimbursed expenses in an aggregate amount in excess of $150 and is not otherwise reported, including the amount, date, and purpose of the compensation.

CRIM PRO-VIDEO FITNESS EXAM

Amends the Code of Criminal Procedure of 1963. Allows the court to order the videotaping of a fitness to stand trial interview of a defendant conducted by a court appointed qualified expert or an expert retained by the prosecution or the defense (rather than interviews conducted by a person retained or appointed by the State or the defense shall be videotaped unless impractical). The expert shall inform the defendant that the interview will be videotaped and explain how the videotape shall be used. Prior to and during the interview, the expert shall assess whether the videotaping of the interview is likely to cause or is causing, mental or physical harm to the defendant or others. If the expert determines the videotaping of the interview is likely to cause mental or physical harm to the defendant or others, the videotaping shall not be conducted. If the expert determines during the interview that the videotaping is causing mental or physical harm to the defendant or others, the videotaping shall cease. Provides the fact that none or only part of the interview is videotaped shall not preclude the expert from forming an opinion, submitting a report, or testifying, on the issue of the defendant's fitness to stand trial. A copy of the videotape shall be retained by the party who requested the interview be videotaped. Deletes that in the event the interview is not videotaped, the court may only consider the lack of compliance in according the weight and not the admissibility of the expert testimony. Deletes that an examiner may use these materials as part of his or her diagnosis and explanation but shall not otherwise disclose the contents, including at a hearing before the court, except as otherwise provided in the Code. Effective immediately.

PENCD-ART 6-LINE OF DUTY DEATH

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that an annuity for death in the line of duty shall not be paid to the wife of a fireman who dies while in receipt of disability benefits when the fireman's death was caused by an intervening illness or injury unrelated to the illness or injury that had prevented him from subsequently resuming active service in the fire department. Provides that the amendatory Act is intended to be a restatement and clarification of one of the eligibility requirements for that benefit. Effective immediately.
