Amends the Public Utilities Act. Makes a technical change in a Section concerning multiple unit dwellings.

Amends the Mobile Home Park Act. Provides that the funds received under the Act shall be deposited into the Facility Licensing Fund and shall be used for the enforcement of the Act. Provides that the Department of Public Health may impose an administrative monetary penalty against a person who operates a mobile home park in violation of the Act or the Department's rules. Provides that the Department must provide written notification of the alleged violation and allow a minimum of 10 days for correction before imposing the administrative monetary penalty. Also requires the Department to provide an opportunity for a hearing. Authorizes the Attorney General to bring an action to enforce the collection of an administrative monetary penalty. Provides that administrative monetary penalties shall be deposited into the Facility Licensing Fund. Effective immediately.
Amends the Illinois Lottery Law. Requires the Department of Revenue to carry on a continuous study of the lottery throughout the State on the demographic data of individuals who play the lottery and to report that information annually. Effective immediately.
Amends the Property Tax Code with respect to the Property Tax Appeal Board. Provides that the rules of practice and procedure of the Board shall differentiate cases involving a requested change of assessed value of $300,000 or more on non-farm property other than that consisting solely of 6 or fewer residential units from cases involving other categories of property, allowing a simplified procedure for the latter and requiring the rules of evidence and motion practice as applied in the circuit courts of the State to be applied in rules adopted by the Board concerning the former. Makes changes concerning hearings, presumptions and burdens of proof, case management and discovery, procedures for review and correction of assessments, limitation on the assessment level claims in counties that classify, and sales ratio studies. Authorizes a taxing district to, without referendum, adopt a levy to recapture revenue lost by a property tax refund it is required to make. Makes other changes. Effective immediately.
Amends the Mercury-added Product Prohibition Act. Provides that no person shall distribute or sell any cosmetics, toiletries, or fragrances containing mercury. Provides that any person who knowingly sells or distributes mercury-containing cosmetics, toiletries, or fragrances in this State commits a petty offense and shall be fined up to $500. Provides that a manufacturer that distributes cosmetics, toiletries, or fragrances containing mercury to persons in this State must disclose the level of mercury in its cosmetics, toiletries, or fragrances. A manufacturer who fails to disclose the level of mercury in its cosmetics, toiletries, or fragrances commits a business offense and shall be fined $10,000. Effective January 1, 2009.
Amends the Safe Homes Act. Provides that a landlord may not disclose to others that a tenant or a member of the tenant's household exercised rights under the Act or any information provided by them to the landlord under the Act, except in civil proceedings or when the tenant or a member of the tenant's household who is the victim waives this restriction. Provides that furnishing evidence to support a claim of domestic or sexual violence against a tenant or a household member shall not waive any confidentiality or privilege that may exist between the victim and a third party. Provides that certain remedies available to a landlord or tenant are the sole and exclusive remedies for violations of the lock-change provisions of the Act (instead of providing that those remedies provided to a landlord or tenant are "sole and exclusive" without regard to the type of violation). Provides that a landlord who violates these provisions by disclosing confidential information is liable for damages resulting from the disclosure or $2,000, whichever is greater, along with attorney's fees and costs. Effective immediately.
Amends the Clerks of Courts Act. Provides that a clerk may charge a children's waiting room fee of $10 (instead of $5). Effective immediately.
Amends the Comprehensive Health Insurance Plan Act. Provides that coverage under the Plan shall automatically terminate as of the effective date of any medical assistance, except in cases where the effective date of the medical assistance is the date that the application for medical assistance was submitted to the Department of Human Services and that date is different than the date that the applicant is determined to be eligible for medical assistance. Provides that in that circumstance, coverage under the plan shall terminate on the date that the applicant was determined to be eligible for medical assistance. Effective immediately.
Creates the Fire and Life Safety Device Act. Provides that the manufacture, installation, or sale of any device or object that reasonably appears to be a smoke detector, sprinkler head, carbon monoxide alarm, heat detector, or any other similar device used for life safety or fire protection that is, in fact, neither designed nor capable of performing such life safety or fire protection function, is prohibited. Establishes penalties for violations of the Act. Provides that inspectors employed by municipalities, fire protection districts, and counties and those individuals who meet the certification requirements of the Fire Sprinkler Contractor Licensing Act may inspect such devices to ensure compliance with the Act.
