Amends the Toll Highway Act. Provides that, by no later than January 1, 2009, all motor fuel service stations on the tollway system shall offer the alternative fuel commonly known as E-85 and shall make such fuel as readily accessible to the traveling public as the fuel types currently offered at such stations. Effective immediately.

Amends the Brominated Fire Retardant Prevention Act. Changes the short title of the Act to the Toxic Fire Retardant Prevention Act. Makes changes to the legislative findings. Defines "Agency" and "brominated flame retardant". Provides that beginning January 1, 2011, a person may not manufacture, process, or knowingly sell, offer for sale, distribute for sale, or distribute for use any of the following: (1) A mattress, mattress pad, an article of furniture, or any other product intended for indoor residential use if the product has a textile component containing decaBDE; or (2) A television, computer, or other electronic device if the exterior casing of the devices contains decaBDE. Provides that this prohibition does not apply to certain items. Sets forth manufacturer and retailer responsibilities with respect to such products. Provides that the Agency may participate in the establishment and implementation of a regional, multistate clearinghouse to assist in carrying out the requirements of the Act and to help coordinate education and outreach activities, review hazard and alternatives assessments, and any other activities related to the administration of the Act. Makes other changes. Effective immediately.
Amends the Election Code. For purposes of declaring political party affiliation in order to vote in a primary, provides that a person who declares party affiliation by signing the partisan nomination petition of a candidate is considered to maintain that affiliation until the day after the next general primary.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Authorizes the Department of Transportation to accept federal transportation funds for the purposes of traffic control and accident prevention. Effective immediately.
Creates the Safer Alternatives to Toxic Chemicals Act. Contains only a short title provision.
Amends the Election Code. Requires that precincts be substantially equal in number of registered voters (now, 500 to 800 voters).
Amends the Hearing Screening for Newborns Act. Makes a technical change in the short title provision.
Endorses National Train Day on May 10, 2008.
Creates the Transportation Enhancements and Safe Routes to School Transparency Act. Establishes grants review committees, appointed by the Secretary of Transportation, to evaluate, score, and rank all applications for funding under the federal Transportation Enhancements Program and the Safe Routes to School Program. Sets forth the grants review process. Provides that application evaluation, scoring, and ranking decisions of the committees are binding upon the Department. Contains other provisions. Effective immediately.
Creates the Residential Unit Managers Licensure Act. Provides for the licensure of individuals who administer, for compensation, the coordination of financial, administrative, and maintenance duties for associations in which membership is a condition of ownership or shareholder interest of a unit in a residential condominium, cooperative, townhouse, villa, or other residential unit. Creates the Residential Unit Managers Advisory Board under the authority of the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department. Preempts home rule. Amends the Regulatory Sunset Act to set a repeal date of January 1, 2018 for the Residential Unit Managers Licensure Act. Amends the Condominium Property Act to make a related change. Effective January 1, 2008.
