Amends the Illinois Lottery Law. Requires the Department of Revenue to employ an independent firm to conduct a study every 2 years of the lottery throughout the State on the demographic data of individuals who play the lottery and to report that information to the Governor and General Assembly. Imposes conditions on any rulemaking authority under the Act. Effective immediately.

Creates the Global Warming Response Act. Contains only a short title provision.
Creates the BPA-Free Kids Act. Beginning June 1, 2011, prohibits the sale or distribution of certain products containing bisphenol-A. Requires a label to be affixed to the exterior of certain food products. Beginning June 1, 2011, prohibits the sale of products that must be, but are not, labelled. Authorizes the Illinois Environmental Protection Agency and the Illinois Department of Public Health to participate in an interstate chemical safety clearinghouse. Requires certain notifications and imposes penalties. Provides for enforcement by the Attorney General. Defines "Agency", "baby food", "Department", "infant formula", "manufacturer", "person", and "reusable food or beverage container".
Amends the Open Space Lands Acquisition and Development Act. Provides that at least 50% of any grant made to a local government under the Act must be paid to the local government at the time that the Department awards the grant and that any remainder may be distributed to the local government on a reimbursement basis. (Now, grants to local government under the Act are made on a reimbursement basis.) Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the continuation of prior laws.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Creates the State Transportation Policy Committee. Requires the Department of Transportation, with the advice of the Committee, to develop a statewide transportation plan that meets certain requirements (now, the Department, without consultation, develops a statewide plan). Authorizes the Department to choose projects and programs for inclusion in the statewide plan. Requires selected programs and projects to be consistent with the statewide plan. Authorizes the Committee to determine by resolution whether selected programs and projects are consistent with the statewide plan. Provides for the amendment of programs that are inconsistent with the statewide plan. Requires the Department to publish statewide annual and multiyear transportation improvement programs by certain dates. Authorizes the Department to allocate certain funds for surface transportation capital programs in accordance with the annual and multiyear improvement programs. Requires each MPO to prepare and adopt regional annual and multiyear transportation improvement programs for submittal to the Department and the Committee by certain dates. Provides that the transportation improvement program the Department is required to develop under a federal law may include only projects that an MPO or the Department has prioritized for inclusion in a regional or statewide program. Provides for the public's participation in and the Committee's evaluation of the transportation planning process. Effective immediately.
Amends the Property Tax Code. Provides that, in counties with 3,000,000 or more inhabitants, upon the filing of any tax objection complaint that would, if allowed, reduce the assessed valuation of any property by more than $100,000, the plaintiff must give notice of the tax objection complaint by mailing a copy of it to any municipality, school district, and community college district in which the property is situated, by certified mail, return receipt requested. Provides that the plaintiff must attach a certification to the tax objection complaint that the notice to taxing districts has been made and that the courts have no jurisdiction to hear any tax objection complaint if proper certification of notice is not filed. Provides that, upon receipt of notice of the filing of a tax objection complaint, a taxing district has an unconditional right to intervene in the tax objection proceedings and has the right to participate fully in the proceedings in the same manner as the named party defendant. Effective immediately.
Amends the Cook County Forest Preserve District Act. Provides that the commissioners of the Forest Preserve District of Cook County shall be elected from 3 specified election districts. Provides the election procedures and terms of office for the 9 commissioners. Provides that the president, with the advice and consent of the board of commissioners, must appoint a general superintendent. Provides that the general superintendent is the chief administrative officer of the district. Amends the Election Code. Provides that, at the general election in the appropriate even-numbered years, the offices of commissioner of the Forest Preserve District of Cook County shall be filled. Contains other provisions. Effective immediately.
Creates the Prescription Record Privacy Act. Provides for the protection of the confidentiality of prescription records identifying a patient or a doctor or other health care professional licensed to prescribe medications by prohibiting the use of such information for marketing purposes. Amends the Consumer Fraud and Deceptive Business Practices Act to provide that any person who knowingly violates the Prescription Record Privacy Act commits an unlawful practice within the meaning of the Act. Effective immediately.
