ELECTIONS-PETITION FILING TIME

Amends the Election Code. Requires that nomination petitions be filed not more than 106 days and not less than 102 days before a primary election or consolidated election (now, not more than 99 days and not less than 92 days before a general primary election and not more than 78 days and not less than 71 days before a consolidated primary election or consolidated election). Requires that certain public question petitions be filed not less than 106 (now, 78) days before a regular election in 2011 or thereafter. Permits the seeking of judicial review of a petition objection decision, with respect to elections in 2011 and thereafter, within 5 (now, 10) days after the decision. Effective immediately.

MUNI CD-PRIMARY ELECTIONS

Amends the Illinois Municipal Code. In provisions concerning nonpartisan primary elections, provides that a write-in candidate shall not be construed as having timely filed valid nominating papers for the purposes of preparing a primary ballot and holding a primary election.

MUNI TIF EXTEND-DES PLAINES

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on August 7, 2000 by the City of Des Plaines must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Makes revisory changes. Contains a non-acceleration clause.

COOK COUNTY-FOREST PRESERVE

Amends the Cook County Forest Preserve District Act. Provides that the commissioners of the Forest Preserve District of Cook County shall be elected from 3 specified election districts. Provides the election procedures and terms of office for the 9 commissioners. Provides that the president, with the advice and consent of the board of commissioners, must appoint a general superintendent. Provides that the general superintendent is the chief administrative officer of the district. Amends the Election Code. Provides that, at the general election in the appropriate even-numbered years, the offices of commissioner of the Forest Preserve District of Cook County shall be filled. Contains other provisions. Effective immediately.

DFPR-CONDOMINIUM OMBUDSPERSON

Creates the Condominium Ombudsperson Act and amends the State Finance Act. Creates the Office of the Condominium Ombudsperson in the Department of Financial and Professional Regulation under the supervision and control of the Secretary of the Department of Financial and Professional Regulation. Provides that the Ombudsperson shall offer training and educational materials and courses to condominium unit owners, condominium associations, and boards of managers in subjects relevant to the operation and management of condominium property and the rights and duties of a unit owner or unit owners' association. Requires the Ombudsperson to maintain a statewide toll-free telephone number, and a website with certain specified information, to provide information or assistance on matters relating to condominium property. Requires the Ombudsperson to report annually to the General Assembly. Provides that every condominium unit owners' association shall pay an annual fee to the Ombudsperson to cover the administration of the Act. Creates the Condominium Ombudsperson Fund as a special fund in the State treasury, to consist of fees received by the Ombudsperson, to be used exclusively for expenditures necessary for the proper administration of the Act. Repeals the Act on July 1, 2013. Effective July 1, 2010.

EPA-ADMINISTRATIVE ENFORCEMENT

Amends the Environmental Protection Act. Makes it a violation of the Act to fail to (1) submit to the Agency a discharge monitoring report as required under an NPDES permit, (2) perform monitoring as required under an NPDES permit, (3) obtain a stormwater NPDES permit for a construction site, (4) renew an NPDES permit, and (5) maintain at a construction site a stormwater pollution prevention plan as required under an NPDES permit. Authorizes certain violations of the Act and rules adopted under its authority to be enforced by administrative citation. Effective immediately.

URGE US SEN - HIGH SPEED RAIL

Urges the United States Senate to agree with the United States House of Representatives and spend $4 billion on high speed rail in the FY2010 budget in order to match the commitment to high speed rail demonstrated by the State of Illinois.
