Amends the Board of Higher Education Act. Makes a technical change in a Section concerning creation of the Board.

Amends the Property Tax Code, the Counties Code, and the Clerks of the Courts Act. Provides that assessors, county treasurers, coroners, sheriffs, recorders of deeds, clerks of the circuit court, and other county officers whose terms of office begin on or after the effective date of the amendatory Act shall not receive a stipend. Effective immediately.
Creates the Plant Advertising Act. Provides that nurseries in this State shall not advertise plants as "bee-friendly" if a systemic insecticide has been used on the plants. Provides that "nursery" has the meaning ascribed to that term in the Insect Pest and Plant Disease Act.
Amends the Sanitary Food Preparation Act. Requires that all premises of a permitted food establishment, including indoor play areas, be kept clean, fully operative, and in good repair. Sets forth specific requirements for an owner or operator of a permitted food establishment with an indoor play area. Sets forth mandatory procedures for when vomiting or fecal accidents occur in or around an indoor play area. Sets forth provisions concerning signage.
Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Amends the Public Community College Act. Provides that the Illinois Community College Board's uniform financial accounting standards and principles shall prohibit community colleges from using imprest or petty cash accounting.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Reduces the rate of tax on diapers and baby wipes to 1% (currently, 6.25%). Makes changes concerning the distribution of the proceeds from the tax imposed on diapers and baby wipes.
Creates the Business Tax Incentive Recapture Act. Provides that, if a business is awarded a tax incentive in any taxable year, and that business relocates its corporate headquarters from Illinois to another state in the next taxable year, then the Department shall recapture the amount of the tax incentive from the business. Effective immediately.
Amends the Public Utilities Act. Provides that a disconnected natural gas customer who remedies the reason for the disconnection and is not required by the utility to provide information as a new applicant for service shall be reconnected within 3 calendar days. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to develop and implement an algorithm that is based on quality scores and other operational proficiency criteria developed, defined, and adopted by the Department, by rule, to automatically assign Medicaid enrollees served under the Family Health Plan and the Integrated Care Program and those Medicaid enrollees eligible for medical assistance pursuant to the Patient Protection and Affordable Care Act into managed care entities, including Accountable Care Entities, Care Coordination Entities, Children with Special Needs Care Coordination Entities, Managed Care Community Networks, and Managed Care Organizations. Provides that the algorithm developed and implemented shall favor assignment into managed care entities with the highest quality scores and levels of compliance with the operational proficiency criteria established.
