HIGHER ED-RESEARCH DOGS/CATS

Creates the Research Dogs and Cats Adoption Act. Requires (i) an institution of higher education located in this State that receives public funds for scientific, educational, or research purposes or (ii) a facility that provides research in collaboration with an institution of higher education with the use of public funds and that confines dogs or cats for scientific, educational, or research purposes and plans on euthanizing the dog or cat for other than scientific, educational, or research purposes must first offer the dog or cat to an animal rescue organization. Sets forth provisions concerning an agreement with an animal rescue organization and immunity.

PHARMACY-BIRTH CONTROL

Amends the Pharmacy Practice Act. Provides that "practice of pharmacy" includes the prescribing and dispensing of hormonal contraceptive patches and self-administered oral hormonal contraceptives. Defines "hormonal contraceptive patch" as a transdermal patch applied to the skin of a patient, by the patient or by a practitioner, that releases a drug composed of a combination of hormones that is approved by the United States Food and Drug Administration to prevent pregnancy and "self-administered oral hormonal contraceptive" as a drug composed of a combination of hormones that is approved by the United States Food and Drug Administration to prevent pregnancy and that the patient to whom the drug is prescribed may take orally. Allows a pharmacist to prescribe and dispense contraceptives to a person over 18 years of age and a person under 18 years of age only if the person has evidence of a previous prescription from a primary care or a women's health care practitioner. Requires the Department of Financial and Professional Regulation to adopt rules to establish standard procedures for pharmacists to prescribe contraceptives. Provides that all State and federal laws governing insurance coverage of contraceptive drugs and products shall apply to the provisions.

HIGHER ED-JNT SRVCS TRANSCRIPT

Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.

CHILD MODEL TRUST FUND TO WORK

Amends the Child Labor Law. Provides that, before a child may be issued a permit to work as a model, a trust account must be established providing, at a minimum, that: at least 15% (or a greater percentage as determined by rule) of the gross earnings of the child model shall be deposited into the account; the funds in the account shall be available only to the child model; the funds shall be held by a bank, corporate fiduciary, or trust company, as those terms are defined in the Corporate Fiduciary Act; and the funds in the account shall become available to the child model upon the child model attaining the age of 18 years. Provides that the Department of Labor shall adopt rules to implement these provisions.

GA-UNEXCUSED ABSENCES

Amends the General Assembly Compensation Act. Provides that no member of the General Assembly may be absent without leave for more than 5 session days during each calendar year. Provides that a member who is absent without leave for more than 5 session days during each calendar year shall have his or her salary reduced by an amount equal to 1/75th of the total amount of compensation payable for that fiscal year for each session day of absence without leave. Defines "absent without leave" to mean that the member is absent on a session day without providing notification of his or her absence in advance to either the majority caucus chairman or the minority caucus chairman of the member's legislative chamber, whichever the case may be. Effective immediately.

GA COMPENSATION-COLA

Amends the General Assembly Compensation Act. Establishes the mileage reimbursement rate and allowance for lodging and meals for members of the 100th General Assembly. Requires every member of the 100th General Assembly to forfeit one day of compensation during each month from January 11, 2017 through January 8, 2019. Amends the Compensation Review Act. Prohibits a cost-of-living adjustment for (i) members of the 100th General Assembly from January 11, 2017 through January 8, 2019; and (ii) State government executive elected officers and appointees in positions for which the Compensation Review Board previously recommended or determined compensation for fiscal years beginning July 1, 2016, July 1, 2017, and July 1, 2018. Effective immediately.
