Amends the General Provisions Article of the Illinois Pension Code. With regard to the 5 State-funded retirement systems, provides that the following are forbidden entities for purposes of investment and certain other transactions: Hamas; any company or entity that is wholly or partially managed or controlled by Hamas; any company identified by the Office of Foreign Assets Control in the United States Department of the Treasury as sponsoring terrorist activities in conjunction with Hamas or under specified regulations pertaining to terrorism sanctions; any company that has been fined, penalized, or sanctioned by the Office of Foreign Assets Control in the United States Department of the Treasury for any violation of any United States rules and restrictions relating to Hamas that occurred at any time following the effective date of the amendatory Act; or any company that has business operations that involve contracts with or the provision of supplies or services to Hamas, companies in which Hamas has any direct or indirect equity share, or consortiums or projects commissioned by Hamas. Provides that a retirement system shall not transfer or disburse funds to, deposit into, acquire any bonds or commercial paper from, or otherwise loan to or invest in any entity unless a certifying company certifies to the retirement system that: (1) with respect to investments in a publicly traded company, the certifying company has relied on information provided by an independent researching firm that specializes in global security risk; and (2) 100% of the retirement system's assets for which the certifying company provides services or advice are not and have not been invested or reinvested in any forbidden entity at any time after 4 months after the effective date of the amendatory Act. Requires the Illinois Investment Policy Board to make its best efforts to identify all Hamas-restricted companies and include those companies in the list of restricted companies for purposes of investment distributed to each retirement system and the Illinois State Board of Investment. Makes conforming changes.

Amends the Illinois Vehicle Code. Defines "leader-follower work zone vehicle" as a motor vehicle used in combination with another motor vehicle in a highway construction or maintenance zone that is: (1) equipped with an automated driving system; and (2) remotely connected to another motor vehicle allowing for coordinated or controlled movement within line of sight of the operator. Provides that the provision regarding following too closely does not apply to leader-follower work zone vehicles. Authorizes the Department of Transportation and the Illinois State Toll Highway Authority to implement the use of a leader-follower work zone vehicle in a highway construction or maintenance zone under their jurisdiction to create a safety system to protect their workers. Effective immediately.
Amends the Chicago School District Article of the School Code. Provides that any appointments to the Chicago Board of Education made by the Mayor of the City of Chicago shall be made with the advice and consent of the Chicago City Council. Effective immediately.
Amends the State Commemorative Dates Act. Provides that the month of October of each year is designated as Domestic Violence Awareness Month to be observed throughout the State as a month set apart to promote awareness of domestic violence and to support advocacy activities that will reduce its prevalence in the State.
Amends the Illinois Vehicle Code. Provides that the driver of a vehicle that is in any manner involved in any of the following types of crashes within the State shall, if no police officer is present, give notice of the crash by the fastest available means of communication to the specified law enforcement agency: (1) a crash that results in injury to or death of any person; (2) a crash that results in damage to the property of any person in excess of a specified amount; (3) a crash involving a school bus if the crash is caused by a collision, a sudden stop, or otherwise, and the crash results in any property damage, personal injury, or death; or (4) a crash that occurs within 50 feet of a school bus and results in personal injury to or death of any person who is awaiting or preparing to board the school bus or immediately after the person exits the school bus. Requires the Secretary of State to suspend the driver's license or non-resident's driving privileges of any person who violates those provisions. Provides that every law enforcement agency shall, by February 1 (rather than March 1) with regard to data collected during July through December of the previous calendar year, compile the data on the standardized law enforcement data compilation form provided by the Department of Transportation and transmit the data to the Department. Amends the DUI Prevention and Education Commission Act. Provides that moneys in the DUI Prevention and Education Fund shall be distributed by the Department with approval (rather than guidance) from the DUI Prevention and Education Commission for crash victim programs and materials, impaired driving prevention programs, law enforcement support, and other DUI-related programs (rather than as grants for those purposes). Makes related changes in the powers of the Commission.
Amends the Wildlife Code. Prohibits contests or competitions with the objective of taking any fur-bearing mammal. Provides an exception for field trials. Provides that a violation is a Class A misdemeanor and subject to a fine of no less than $500 and no more than $5,000 in addition to other statutory penalties.

Provides that the operating procedures of the State Educator Preparation and Licensure Board may provide for the inclusion of nonvoting, ex officio members on the Board. With respect to a for-profit or not-for-profit entity being recognized as an educator preparation institution, provides that any for-profit or not-for-profit entity with a presence in this State must also be approved by the Board of Higher Education or the Illinois Community College Board (instead of providing that any for-profit or not-for-profit entity must also be approved by the Board of Higher Education).
Amends the Environmental Protection Act. Defines terms. Provides that, beginning January 1, 2025, a retail establishment may not sell or distribute in this State a disposable food service container that is composed in whole or in part of polystyrene foam. Exempts specified entities from the prohibition until one year after the amendatory Act's effective date. Effective immediately.
