MOBILE HOME LANDLORD TENANT

Amends the Mobile Home Landlord and Tenant Rights Act. Provides that a park owner shall present a lease to a prospective tenant at least one day before signing the lease. Provides that when a mobile home park is owned by an entity that is publicly traded on any national stock or securities exchange, then the following conditions apply: 1) the park owner is to have a refund procedure for a lease or purchase agreement that a prospective tenant cancels within 3 days after signing the lease or purchase agreement; 2) if a tenant leaves the park because of a temporary illness or disability, the park owner shall allow qualified, including age in a park that has "housing for older persons", relatives designated by the tenant or the tenant's guardian to live in the home; 3) automatic lease renewal for 2 years unless certain requirements are met, such as a 30-day notice and a notice of reasons for the non-renewal of the lease; 4) the park owner is to give 12 months notice of a decision to close all or part of the park. Provides that a park owner may enter into a month-to-month rental agreement with a tenant if the agreement requires that there must be a rent increase notice given at least 90 days in advance of any increase and the tenant signs a statement that acknowledges that he or she wanted a shorter lease and was offered a longer lease. Provides a 90 day period following the effective date of the statutory changes to allow leases to be issued or modified in order to conform to the statutory changes. Provides for delivery of notices by first class mail. Provides that if the only change in a lease for a new term is the amount of the rent, the park owner may issue a rent increase notice, rather than issue a new lease.

VEHICLE CD-SCHOOL BUS INSPECT

Amends the Vehicle Code. Provides that each school district in the State shall have in place, by January 1, 2008, a policy to ensure that the school bus driver is the last person leaving every school bus and that no passenger is left behind or remains on the vehicle at the end of a route, a work shift, or the work day. Establishes requirements for the policy. Effective immediately.

DHS-DISABILITY-MEDICAID-AUTISM

Amends the Department of Human Services Act and the Illinois Public Aid Code. Provides that, for purposes of the Department of Human Services' disability database, "developmental disabilities" include autism spectrum disorders. In connection with Medicaid, provides that a person diagnosed with an autism spectrum disorder shall be considered a person with a "developmental disability" or a "person with a related condition" for purposes of determining eligibility for services under Home and Community-Based Services Waivers for persons with developmental disabilities, without regard to whether that person is also diagnosed with mental retardation and without regard to that person's IQ level, so long as the person otherwise meets applicable level-of-care criteria under those waivers. Effective immediately.

SEX OFFENDER-INTERNET IDENTITY

Amends the Sex Offender Registration Act. Provides that when a sex offender registers with the appropriate law enforcement agency, he or she shall provide the law enforcement agency with all e-mail addresses, instant messaging identities, chat room identities, and other Internet communications identities that the sex offender uses or plans to use, all Uniform Resource Locators (URLs) registered or used by the sex offender, and all blogs and other Internet sites maintained by the sex offender or to which the sex offender has uploaded any content or posted any messages or information. Amends the Sex Offender Community Notification Law. Provides for disclosure of such information to the public. Effective immediately.

IDPH-HOSPICE ADVISORY BOARD

Amends the Hospice Program Licensing Act. Requires the Director of Public Health to appoint a Hospice and Palliative Care Advisory Board to advise the Department of Public Health on all aspects of the Department's responsibilities under the Act, including the format and content of administrative rules adopted by the Department. Sets forth Board member qualifications and terms. Requires the Board to meet at least 4 times each year. Requires the Board to analyze the economic and regulatory impact of the Department's rules adopted under the Act.

SCH CD-CONTRACT-BID-GAS/ELEC

Amends the School Code. Provides that school board contracts for the purchase of natural gas or electric service involving an expenditure in excess of $10,000 must be awarded to the lowest responsible bidder (now, contracts for the purchase of natural gas are exempted from the bidding requirement when the cost is less than that offered by a public utility). Amends the State Mandates Act to require implementation without reimbursement.
