Amends the School Code. Makes a technical change in a Section concerning special education classes for children from orphanages, foster family homes, children's homes, or State housing units. Effective immediately.

Amends the Criminal Code of 1961. Provides that it is unlawful for an employer of a child sex offender that has business on school property, who knows the person is a child sex offender, to fail to inform school officials of the sex offender's presence on the school property. Provides that notification shall include the nature of the sex offender's visit and the hours in which the sex offender will be present in the school.
Amends the Public Community College Act. Provides that the Board of Trustees of Community College District No. 512 may create a pilot baccalaureate program under which the district may establish and offer bachelor's degrees in 2 fields of study if certain conditions are met, including requiring (i) that the degree programs not compete with any nearby public university, (ii) that the district identify and document unmet workforce needs, (iii) that the degree programs not require any additional funding from local taxes or the State, (iv) that the Illinois Community College Board and the Board of Higher Education approve the offering of the degree programs, and (v) that the pilot program expire 4 years after the initial offering of the degree programs, unless otherwise extended by law. Effective immediately.
Amends the State Finance Act. Excludes moneys received by the Department of Financial and Professional Regulation under the Illinois Credit Union Act from those moneys required to be deposited into the Financial Institution Fund. Makes certain provisions concerning transfers to the General Revenue Fund inapplicable to (i) any fund established under the Illinois Credit Union Act, the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, or the Savings Bank Act and (ii) the Professions Indirect Cost Fund. Limits transfers and expenditures from those funds to specified purposes. Prohibits the allocation or transfer of additional amounts generated by certain fee increases with respect to or from the Credit Union Fund. Amends the Illinois Banking Act, the Illinois Savings and Loan Act of 1985, and the Savings Bank Act. With respect to the moneys in each of the Bank and Trust Company Fund, the Savings and Residential Finance Regulatory Fund, and the Credit Union Fund, (i) exempts those moneys from assignment or transfer except for unappropriated administrative expenses and (ii) provides that the moneys remain the property of and must be held in trust for the financial institutions from which they were collected. For FY08, requires the Commissioner of Banks and Real Estate (now, the Director of the Division of Banks and Real Estate) to adopt rules to adjust regulatory fee rates in the specified manner. Amends the Illinois Credit Union Act. Provides that the regulatory fee paid by a credit union to the Department of Financial and Professional Regulation shall be the lesser of (i) the rate pursuant to the regulatory fee schedule or (ii) a rate established in a manner proportionately consistent with the rates in the regulatory fee schedule and that would fund the actual administrative and operational expenses of the Credit Union Section. Increases rates in the regulatory fee schedule for credit unions with total assets over $5,000,000. Requires the Director of Financial and Professional Regulation to adjust the fee schedule for the next fiscal year. Provides that the fee schedule may be increased by no more than 5% annually if necessary to defray the actual (now, estimated) administrative and operational expenses of the Credit Union Section (now, the Department). Prohibits any increase in the fee schedule if the amount remaining in the Credit Union Fund at the end of the fiscal year is equal to or greater than 25% of the actual administrative and operational expenses for the preceding fiscal year. Requires the Director to base the regulatory fee for the next fiscal year on the credit union's total assets as of December 31 of the preceding calendar year. Beginning on July 1, 2005, requires a credit union to pay the regulatory fee in quarterly installments due and payable on the due date for the call report for the preceding quarter (now, a credit union is required to pay the regulatory fee in full no later than March 1 of each calendar year). Provides for a regulatory fee cap of $125,000 (now, $187,500). Effective immediately.
Amends the Property Tax Code. Includes disabled persons within the provisions awarding an assessment freeze homestead exemption to senior citizens. Changes the title of the exemption to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Provides that, in counties with 3,000,000 or more inhabitants, if an owner fails to file an application for the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption during the previous assessment year and qualifies for the exemption, the chief county assessment officer or the board of review, as appropriate, shall issue a certificate of correction setting forth the correct taxable valuation of the property. Amends the freeze provision and the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.
Amends the Election Code. Provides that the State's presidential and vice presidential electoral votes shall be allocated (i) 2 to the presidential ticket that won the highest number of votes statewide and (ii) the remainder to each ticket on the ballot in proportion to that ticket's share of the statewide vote for all tickets.
Amends the Property Tax Code. Creates the Senior Citizens Tax Freeze Homestead Exemption. Provides that, beginning with taxable year 2005, a person who meets requirements similar to the Senior Citizens Assessment Freeze Homestead Exemption provisions, excluding the income restrictions in those provisions, shall receive an exemption from property taxes in an amount equal to the difference between what the property tax bill for the residence would be in the taxable year minus the base amount. "Base amount" is defined as the property tax bill for the first year of eligibility for this exemption or the Senior Citizens Assessment Freeze Homestead Exemption, whichever is earlier, plus any increase in the bill resulting from any added improvements thereafter. Provides that the Senior Citizens Homestead Exemption and the Senior Citizens Assessment Freeze Homestead Exemption do not apply after taxable year 2005. Amends the State Mandates Act to require implementation without reimbursement from the State. Effective immediately.
Creates the Regional Planning Act. Contains only a short title provision.
Amends the Illinois Vehicle Code. Provides that if a motor vehicle is used to evade a peace officer in violation of this Code and the officer stops his or her pursuit of the vehicle for reason of safety and the peace officer is unable to ascertain the identity of the driver of the vehicle, a peace officer upon finding the vehicle may authorize the towing and impoundment of the vehicle or the placement of a vehicle immobilization device on the vehicle until a civil penalty of $100, in addition to the towing and impoundment charges or vehicle immobilization charges, are paid by the owner of the vehicle to the unit of government whose officer had the vehicle towed and impounded or immobilized. Provides that the charges and penalty are waived if the owner of the motor vehicle identifies the driver of the vehicle who eluded the peace officer.
