Amends the School Code. Deletes language providing that before July 1, 2006 and after June 30, 2010, the State Board of Education shall provide the primary source of funding through appropriations for the grants for preschool educational program and the funds shall be distributed for the benefit of children who because of their home and community environment are subject to such language, cultural, economic and like disadvantages that they have been determined as a result of screening procedures to be at risk of academic failure. Deletes language that provides that screening procedures shall be based on criteria established by the State Board of Education. Removes the date restrictions of July 1, 2006 through June 30, 2010 on the requirement that the State Board of Education shall provide the primary source of funding through appropriations for the program. Effective immediately.

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the State Board of Elections shall produce a redistricting plan using a computer program. In the year following each Federal decennial census year, requires the State Board of Elections to designate its computer program by April 15 and to file the redistricting plan by June 1, which is presumed valid and has the force and effect of law. The computer program designated by the State Board of Elections must disregard specified data and must consider certain prioritized factors; the computer program shall otherwise produce districts in a random manner. Effective beginning with redistricting in 2011 and applies to members elected in 2012 and thereafter.
Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, beginning in 2012, in each ten-year period, Senators shall be divided into two groups. Provides that Senators in the first group shall first be elected for terms of six years and then for terms of four years. Provides that Senators in the other group shall first be elected for terms of four years and then for terms of six years. Provides that, beginning in 2012, Representatives shall first be elected for terms of four years, then for terms of two years, and then for terms of four years. Provides that whenever a seat in either house becomes vacant with more than 28 months remaining in the term, the vacancy shall be filled by appointment until the next general election, at which time a replacement shall be elected to serve for the remainder of the term. Provides that the General Assembly shall be a continuous body for a period beginning and ending at noon on the second Wednesday of January of consecutive odd-numbered years. Specifies that Senators and Representatives elected in 2010 shall serve two-year terms. Effective upon being declared adopted. Applies to the election of General Assembly members in 2010 and thereafter; does not affect the terms of members elected before 2010.
Amends the State Commemorative Dates Act. Provides that Veterans Day honors the victory in all wars of all United States Armed Forces (now, United States Army, Navy, and Air Force).
Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning school bus identification markings.
Creates the Pediatric Palliative Care Act. Provides that the Department of Healthcare and Family Services shall develop a pediatric palliative care pilot program under which a qualifying child may receive community-based pediatric palliative care from a trained interdisciplinary team while continuing to pursue aggressive curative treatments for a potentially life-limiting medical condition under the benefits available under the Medicaid program. Provides that the Department shall apply for a federal waiver to conduct the program. Provides that a "qualifying child" for the pilot program is a child under the age of 18 years who is enrolled in the Medicaid program and suffers from a potentially life-limiting medical condition. Sets forth certain counties to be included in the pilot program. Requires a report to the General Assembly at the end of the 3-year pilot period. Amends the Hospice Program Licensing Act; requires the Hospice and Palliative Care Advisory Board to review pediatric palliative care issues. Effective immediately.
Amends the State Finance Act. Repeals the Domestic Violence Surveillance Fund. Amends the Code of Criminal Procedure of 1963. Provides that when a person is charged with a violation of an order of protection, the court may, in its discretion (rather than shall), order the respondent to undergo a risk assessment evaluation if certain conditions are present. Amends the Unified Code of Corrections. Provides that under the Domestic Violence Surveillance Program, the best available technology must have real-time and interactive capabilities that facilitate the following objectives: (1) immediate notification to the supervising authority of a breach of a court ordered exclusion zone; (2) notification of the breach to the offender; and (3) communication between the supervising authority, law enforcement, and the victim, regarding the breach. Changes the protective order violation fines to fees. Provides that the supervising authority of a domestic violence surveillance program shall assess a person either convicted of, or charged with, the violation of an order of protection an additional fee to cover the costs of providing the equipment used and the additional supervision needed for such domestic violence surveillance program. Provides that if the court finds that the fee would impose an undue burden on the victim, the court may reduce or waive the fee. Provides that the court shall order that the defendant may not use funds belonging solely to the victim of the offense for payment of the fee. Amends the Probation and Probation Officers Act. Provides that the Division of Probation Services shall (rather than may) develop standards to implement the Domestic Violence Surveillance Program and shall develop standards for collecting data to evaluate the impact and costs of the Domestic Violence Surveillance Program. Effective immediately.
Amends the State Officials and Employees Ethics Act. With respect to an executive branch State employee who is the subject of an Executive Inspector General's investigation and whose agency head or ultimate jurisdictional authority agrees with the Inspector General as to disciplinary action against the employee, establishes procedures for providing a redacted version of the Inspector General's summary investigation report to the Executive Ethics Commission, to the employee, and to the public, under certain circumstances.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
