Amends the Criminal Code of 1961 to create the offense of perpetual harassment. Provides that purposely and repeatedly harassing another person or following with the intent to harass another person constitutes the offense. Provides that a first conviction is a Class A misdemeanor and a second or subsequent conviction is a Class 4 felony if the offense was committed against the same victim.

Amends the Illinois Vehicle Code. Provides for the issuance of The Prairie State license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance, which shall be deposited into the Secretary of State Special License Plate Fund.
Amends the Criminal Code of 1961. Provides that a person who has been convicted of a second or subsequent offense for criminal sexual assault in which the penalty is not natural life imprisonment shall be sentenced to a term of imprisonment of not less than 25 years (unless the minimum sentence is greater than 25 years) and not exceeding natural life imprisonment. Amends the Unified Code of Corrections. Provides that the minimum mandatory supervised release term for defendants who commit a second or subsequent offense of criminal sexual assault on or after the effective date of the amendatory Act shall be the natural life of the defendant (rather than from 3 years to natural life).
Urges the members of the United States Congress to not institute the creation of healthcare reforms which reduce funding for Medicare, impose new payroll and private health insurance taxes, limit the states' abilities to effectively manage Medicaid programs, and/or infringe on the 10th Amendment to the United States Constitution.
Amends the Downstate Public Transportation Act, Metropolitan Transit Authority Act, Local Mass Transit District Act, and Regional Transportation Authority Act. Requires that seniors must be aged 65 or older, as well as eligible for benefits under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, to receive free service. Provides that the requirement must be imposed no later than 180 days after the effective date of the amendatory Act. Provides that the Department on Aging shall furnish all information necessary to establish eligibility for free service. Effective immediately.
Amends the Counties Code. Provides that the Cook County Health and Hospitals System created by Cook County Ordinance Number 08-O-35 (known as the "Ordinance Establishing the Cook County Health and Hospitals System"), as amended and in effect on December 30, 2009, shall not terminate but shall exist perpetually in that form unless modified by the General Assembly by law. Denies home rule powers. Effective immediately.

Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning investment in minority-owned financial institutions.
Amends the Illinois Vehicle Code. Provides that no property owner shall allow any unreasonable obstruction of a designated aisle or parking place specifically reserved for persons with disabilities after 24 hours following the conclusion of an adverse weather event. Provides that no property owner shall allow the accumulation of debris or large objects, such as trash containers, to unreasonably obstruct any designated aisle or parking place specifically reserved for persons with disabilities without providing suitable and equivalent alternative parking spaces on-site. Provides that a person who violates these provisions shall be guilty of a petty offense and pay fine of not more than $250. Effective January 1, 2011.
