Amends the Unified Code of Corrections. Provides that specified persons who have not yet submitted a sample of blood, saliva, or tissue shall be required to submit a specimen of blood, saliva, or tissue prior to their final discharge or within 6 months from the effective date of the amendatory Act, whichever is sooner. Provides that "these specimens shall be placed into the State or national DNA database, to be used in accordance with other provisions of this Act, by the Illinois State Police". Effective immediately.

Amends the Illinois Municipal Code. Provides that, whenever a partial census is conducted by a municipality, the Secretary of State shall certify the number of inhabitants of the municipality as the number of inhabitants reflected by the last complete municipal census adjusted by the net increase or decrease reflected by the partial census. Effective immediately.
Amends provisions of the Unemployment Insurance Act requiring the Director of Employment Security to make available to the Department of State Police, upon request, information concerning the place of employment or former places of employment of a person who is required to register as a sex offender under the Sex Offender Registration Act. Expands those provisions to include disclosure of the current address of a person required to register as a sex offender, and to require disclosure of the information to a county sheriff's office or a municipal police department. Effective immediately.
Amends the Code of Civil Procedure. Provides that a petition to revive a judgment may be filed (instead of that a judgment may be revived) in the seventh year after its entry, in the seventh year after its last revival, or in the twentieth year after its entry (instead of only in the seventh year after its entry or in the seventh year after its last revival), or at any other time (instead of any other time thereafter) within 20 years after its entry if the judgment becomes dormant. Provides that a petition to revive a judgment may be filed no later than 20 years after the date of the judgment (instead of that judgments in a circuit court may be revived within 20 years next after date of entry of the judgment and not after). Eliminates a provision that designated provisions of the Code concerning reversal or dismissal of an action under Article XIII of the Code ("Real Actions") also apply to these provisions. Provides that these provisions are declarative of existing law. Effective immediately.
Amends the Criminal Code of 1961. Creates the offense of criminal street gang recruitment of a minor. Provides that a person commits the offense when he or she threatens the use of physical force to coerce, solicit, recruit, or induce another person to join or remain a member of a criminal street gang, or conspires to do so, whether or not such threat is communicated in person, by means of the Internet, or by means of a telecommunications device. Provides that the penalty is a Class 1 felony.
Amends the Secretary of State Act. Provides that an attorney (or an attorney's representative or guardian) who certifies that he or she has been unable to locate a testator after a diligent search may deposit the testator's will with the Secretary of State. Requires the Secretary of State to: index, store, and perform other duties with respect to deposited wills; deliver the will to the testator or a designee or to a person specified in a court order; deliver the will to a court upon being notified of the death of the testator; and respond to inquiries regarding the will under specified circumstances. Contains provisions regarding fees, destruction of wills, immunity, and other matters. Provides that the index of wills created by the Secretary of State is a public record. Provides that fees collected in connection with the deposit of wills must be deposited into the Secretary of State Special Services Fund.
Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.
Amends the Carnival and Amusement Rides Safety Act. Makes various changes regarding: applying for a permit to operate an amusement ride or amusement attraction at a carnival or fair; penalties for violation of the Act; notices and fact-finding conferences; procedures relating to criminal history records checks and checks of the National Sex Offender Public Registry; exemption of an amusement ride or amusement attraction that is subject to inspection by a political division of the State from the provisions of the Act; and exemption of carnival workers who are foreign nationals and have been granted visas by the United States Citizenship and Immigration Services in conjunction with the United States Department of Labor's H-2B or J-1 programs and are lawfully admitted into the United States from the background check requirement. Makes other changes. Effective immediately.
Amends the Illinois Municipal Code. In a Section pertaining to the letting of bids by certain municipalities, provides that any work or other public improvement, to be paid for in whole or in part by special assessment or special taxation, when the expense thereof will exceed $10,000 (instead of $500), shall be constructed by contract let to the lowest responsible bidder. Provides that work estimated to cost no more than $10,000 (instead of $500) shall be performed by the corporate authorities of the municipality under specified circumstances. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
