STATE MONEYS-GOVMT SECURITIES

Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.

FINANCE--INTEREST PAYMENTS

Amends the State Prompt Payment Act. Removes a provision that requires vendors to initiate a written request for the payment of an interest penalty that is at least $5 but less than $50. Removes a provision that authorizes the Department of Central Management Services and the State Comptroller to adopt rules establishing when interest penalties of less than $5 may be claimed and paid. Effective July 1, 2009.

LOCAL GOV-HOME RULE TAXES

Amends the Home Rule County Retailers' Occupation Tax Law of the Counties Code and the Home Rule County Service Occupation Tax Law of the Counties Code. Provides that the maximum tax rate that is permitted under those Laws is 0.75%, unless a higher rate is authorized by referendum. Preempts home rule powers. Effective immediately.

INC TX-NURSERIES-CHECKOFF

Amends the Illinois Income Tax Act. Creates a tax checkoff for the Crisis Nursery Fund. Amends the State Finance Act to create the Fund. Amends the Department of Human Services Act. Provides that, from appropriations to the Department of Human Services, the Department shall make grants in equal amounts to the member organizations of the Crisis Nursery Coalition of Illinois. Effective immediately.

ST ETHICS-INSPECTOR REPORTS

Amends the State Officials and Employees Ethics Act. With respect to an executive branch State employee who is the subject of an Executive Inspector General's investigation and whose agency head or ultimate jurisdictional authority agrees with the Inspector General as to disciplinary action against the employee, establishes procedures for providing a redacted version of the Inspector General's summary investigation report to the Executive Ethics Commission, to the employee, and to the public, under certain circumstances.

VEH CD-RR CROSSING-STOP SIGNS

Amends the Illinois Vehicle Code. Provides that, except where train crews provide flagging of the crossing to road users, yield signs shall be installed at all highway intersections with every grade crossing in this State that is not equipped with automatic warning devices, such as luminous flashing signals or crossing gate devices. Provides that a stop sign may be used in lieu of the yield sign when an engineering study conducted in cooperation with the highway authority and the Illinois Department of Transportation has determined that a stop sign is warranted. Restores language requiring temporary stop signs at grade crossings under specified circumstances. Provides that, if the Illinois Commerce Commission has ordered the installation of luminous flashing signal or crossing gate devices at a grade crossing not equipped with active warning devices, the Commission shall order the installation of temporary stop signs at the highway intersection with the grade crossing unless an engineering study has determined that a stop sign is not appropriate. Provides that, if a stop sign is not appropriate, the Commission may order the installation of other appropriate supplemental signing as determined by an engineering study. Requires permanent signs to be in place by July 1, 2011. Effective immediately.

CIRCUIT BREAKR-APPLICATION-FEE

Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that a person may not under any circumstances charge a fee to a claimant for assistance in completing an application form for a property tax relief grant or pharmaceutical assistance under the Act. Effective immediately.
