Amends the Election Code. With respect to campaign contributions to a candidate political committee from a political party political committees, makes the limits that apply during a general primary election cycle apply during a general election cycle. Removes the July 1, 2013 sunset on contributions during a general primary election cycle to a political party political committee from a candidate political committee or a political party political committee. Effective January 1, 2011.

Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2010 through 2012. Effective immediately.
Amends the Unemployment Insurance Act. Provides that none of the amount received by an individual as primary social security old age and disability retirement benefits shall constitute disqualifying income.
Amends the School Code. Provides that the regional superintendent of schools shall (1) oversee inspections of (rather than inspect) building plans and specifications submitted by school boards and (2) oversee inspections (rather than inspect) all public schools under his or her supervision. Provides that all inspections for construction and like activities shall be conducted by independent third parties not associated with the school's design or construction. Provides that such third party inspectors shall have a minimum of 6,000 hours of relevant training. Effective immediately.
Amends the Limited Liability Company Act. Eliminates language stating that the specified Section provides the exclusive remedy by which a judgment creditor of a member or a transferee may satisfy a judgment out of the judgment debtor's distributional interest in a limited liability company. Effective immediately.
Creates the Uniform Emergency Volunteer Health Practitioners Act. Provides for the registration of volunteer health practitioners with a registration system for the provision of health or veterinary services in the State for a host entity while an emergency declaration is in effect. Provides for the creation of the registration system. Provides that the Illinois Emergency Management Agency shall be the administrating authority of the uniform Act. Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois to grant the Secretary of Financial and Professional Regulation the power to request the services of emergency volunteer health practitioners registered under the Uniform Emergency Volunteer Health Practitioners Act. Amends the Good Samaritan Act to include volunteers under the Uniform Emergency Volunteer Health Practitioners Act in the list of disaster relief volunteers granted immunity from liability under the Act and to broaden the types of emergency situations in which the immunity applies.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Income Tax Act. Creates a deduction for individual taxpayers who are 62 years of age or older in an amount equal to the amount the individual pays for Medicare Part B benefits during the taxable year. Provides that the deduction is available in taxable years ending on or after December 31, 2009. Exempts the deduction from the sunset provisions. Effective immediately.
Amends the State Officials and Employees Ethics Act. Defines as a prohibited political activity the wearing or displaying of items expressing support for or against a candidate or referendum question while registering voters as a deputy registrar or assisting persons in completing mail-in voter registration applications. Defines a "candidate" to include candidates for federal and local offices as well as State offices.
Amends the Election Code. Requires 2-day reporting by political committees of certain campaign contributions during the approximately 60 (now, approximately 30) days before a primary or election. Effective immediately.
