Repeals the Illinois Athlete Agents Act and the Detection of Deception Examiners Act. Amends the Regulatory Sunset Act to make conforming changes. Effective immediately.

Amends the Business Corporation Act of 1983. Increases from $200 to $500 the minimum base penalty for transacting business in this State without authority. Provides that a corporation that effects a change in the number of issued shares or the amount of paid-in capital prior to January 1, 2017, rather than effecting a change at any time, shall file a report regarding the issued shares or paid-in capital. Provides that franchise taxes are not payable on or after January 1, 2017. Provides that on and after January 1, 2017, a corporation that fails to file an annual report shall pay a penalty of $50 plus $10 per month or part of a month that the report is delinquent.
Repeals the Illinois Health Facilities Planning Act and abolishes the Health Facilities and Services Review Board. Amends various other Acts to eliminate references to the Board, the Act, and certificates of need. Amends the Health Care Worker Self-Referral Act to transfer the Board's functions under that Act to the Department of Public Health. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department (instead of the Board) may require facility questionnaires to be completed annually for health care facilities licensed under the Ambulatory Surgical Treatment Center Act, the Hospital Licensing Act, the Nursing Home Care Act, the ID/DD Community Care Act, the MC/DD Act, the Specialized Mental Health Rehabilitation Act of 2013, or the End Stage Renal Disease Facility Act. Contains provisions concerning the content of the facility questionnaires. Effective immediately.
Amends the Illinois Income Tax Act. In a Section concerning withholding taxes, provides that the Department may require any withholding tax return and any W-2 Form that is required to be submitted to the Department to be submitted on magnetic media or electronically (currently, the Department may require the form to be submitted on magnetic media or electronically if the form is required to be submitted to the Internal Revenue Service on magnetic media or electronically). Provides that the due date for submitting W-2 Forms shall be as prescribed by the Department by rule. Effective immediately.
Amends the General Assembly Article of the Illinois Pension Code. Provides that if benefits are forfeited because a participant was convicted of a felony relating to or arising out of or in in connection with his or her service as a member, then the amount of any benefits paid to the participant prior to the forfeiture must be subtracted from the amount of any refund that the participant may be entitled to. Effective immediately.
Amends the Probate Act of 1975. Provides that unless a guardian of the person of a disabled adult is specifically authorized by court order, the guardian shall not restrict the personal rights of the ward, including, but not limited to, the right to receive visitors, telephone calls, and personal mail.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning court costs.
Amends the School Code. Provides that a school board is authorized to excuse pupils enrolled in grades 9 through 12 (instead of 11 and 12) from engaging in physical education courses if those pupils request to be excused for any of certain listed reasons. Effective immediately.
Amends the Illinois Income Tax Act. In provisions providing that a unitary business group does not include members whose business activity outside the United States is 80% or more of that member's total business activity, provides that the phrase "United States" means only the 50 states, the District of Columbia, and any area over which the United States has asserted jurisdiction or claimed exclusive rights with respect to the exploration for or exploitation of natural resources, but does not include any territory or possession of the United States (currently, for those purposes, "United States" means only the 50 states and the District of Columbia, but does not include any territory or possession of the United States or any area over which the United States has asserted jurisdiction or claimed exclusive rights with respect to the exploration for or exploitation of natural resources). Amends the Limited Liability Company Act. Reduces the fees for filing articles of organization, applications for admission, and restated articles of organization to $125 for a series LLC (currently, $750) and $75 for all other LLCs (currently, $500).
Amends the Business Corporation Act of 1983. Removes the terms "franchise tax" and "franchise taxes" from the provisions of the Act. Repeals provisions concerning (i) franchise taxes payable by domestic and foreign corporations; (ii) the basis for computation of franchise taxes payable by domestic and foreign corporations; (iii) the rates of franchise taxes payable by domestic and foreign corporations; and (iv) computation and collection of annual franchise taxes by the Secretary of State. Makes other changes. Amends the Public Utilities Act, the State Housing Act, and the Illinois Vehicle Code by changing all references to franchise taxes imposed under the Business Corporation Act of 1983 to conform with the changes made to the Business Corporation Act of 1983 under the amendatory Act. Effective immediately.
