Congratulates Colonel Bob Roth on his many years of service to our country and State.

Recognizes the 100th anniversary of Mount Prospect.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that motor fuel is exempt from taxation under those Acts. Amends the Motor Fuel Tax Law. Provides that the rate of tax under that Act shall be (i) 36 cents per gallon for diesel (currently 21.5 cents per gallon) and 35 cents per gallon for other motor fuel (currently, 19 cents per gallon). Provides that certain amounts shall be transferred from the Motor Fuel Tax Fund to the General Revenue Fund.

Amends the Firearm Owners Identification Card Act and the Criminal Code of 2012. Permits a person to acquire or possess any firearm, firearm ammunition, stun gun, or taser within the State with the possession of a license to carry a concealed firearm previously issued in his or her name by the Department of State Police under the Firearm Concealed Carry Act. Permits a person to transfer or cause to be transferred a firearm, firearm ammunition, stun gun, or taser within the State if the transferee with whom the transferor deals displays the concealed carry license. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax on gasohol applies to 100% of the proceeds of sales made on or after the effective date (currently, the tax applies to 80% of the proceeds of sales made before December 31, 2018 and 100% of the proceeds of sales made thereafter).

Creates the Digital Theater Closed Captioning Device Act. Provides that movie theaters that are equipped with digital projection capabilities must provide a minimum number of closed captioning devices for use by patrons. Effective January 1, 2017.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that a person or entity in possession of property or rights to property upon which a levy has been made, or any person who is obligated with respect to that property, who surrenders that property, those rights, or those obligations upon demand of the Director of Revenue is discharged from any obligation or liability to the delinquent taxpayer and any other person with respect to that property. Provides that the Department of Revenue may indemnify any financial institution that returns fraudulent funds to the Department based on the bona fide belief that the funds held by the financial institution were deposited as a result of fraud committed against a taxpayer, the Department, or another agency of the State. Effective immediately.

Amends the Riverboat Gambling Act. Changes the short title to the Riverboat and Casino Gambling Act and changes corresponding references to the Act throughout the statutes. Authorizes license owners to conduct gambling operations on a riverboat or in a land-based casino.

Repeals the Illinois Health Facilities Planning Act and abolishes the Health Facilities and Services Review Board. Repeals the Health Care Worker Self-Referral Act. Amends various other Acts to eliminate references to the Board or the Act.

States the belief that it would be inappropriate for members of the General Assembly to receive their salaries in a timely manner when all other State employees are not being paid on time and that the expenditure of State funds for salaries to members of the General Assembly should not be made until such expenditure is made for the salaries for all State employees.
