Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Provides that, if the amount of a participating employee's earnings for any calendar year used to determine the participating employee's retirement annuity exceeds the amount of his or her earnings with the same participating municipality or participating instrumentality for the previous calendar year by more than 6%, then the participating municipality or participating instrumentality must pay to the fund the present value of the increase in benefits resulting from the portion of the increase in earnings that is in excess of 6%. Provides that the Fund must exclude certain earnings when assessing payment for any amount due under this provision. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that motor fuel and gasohol are exempt from taxation under the Acts. Amends the Motor Fuel Tax Law. Provides that, beginning July 1, 2011, the tax is imposed at the rate of $0.38 per gallon. Provides that, of the additional taxes imposed under the Motor Fuel Tax Law, (i) 15 cents per gallon shall be deposited into the General Revenue Fund and (ii) 0.8 cents per gallon shall be deposited into the County and Mass Transit District Fund and (iii) 3.2 cents per gallon shall be deposited into the Local Government Tax Fund. Effective immediately.
Amends the Illinois Procurement Code, the Illinois Highway Code, and the Toll Highway Act. Provides that on and after January 1, 2015, 25% of all vehicles purchased with State funds shall be vehicles fueled by electricity, compressed natural gas, liquid petroleum gas, or liquid natural gas. Provides that by January 1, 2015, the Illinois Department of Transportation shall construct and maintain at least one electric vehicle charging station at each rest area on State highways. Provides that by January 1, 2015, the Toll Highway Authority shall construct and maintain at least one electric vehicle charging station at any location where the Authority has entered into an agreement with any entity for the purposes of providing motor fuel service stations and facilities, garages, stores, or restaurants along the toll highways. Directs the Department and Authority to adopt rules to implement these requirements.
Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
Amends the Illinois Pension Code. Requires all pension funds and retirement systems established under the Code to exclude the following items when computing the compensation, salary, or wages upon which an annuity, pension, or other benefit is to be based: (i) lump sum payments for retirement, severance, and sick or vacation time and (ii) any annual increase in compensation, salary, or wages of more than 6%. Applies only to persons who are participants on the effective date or who first become participants on or after the effective date. Effective immediately.
Amends the Criminal Code of 1961. Creates the offense of theft of public funds. Provides that a person commits the offense when he or she: (1) embezzles, steals, purloins, obtains by fraud, or knowingly converts to his or her use or the use of another, or without authority sells, conveys, or disposes of, any record, voucher, money, or thing of value of the State of Illinois or any department or agency of the State, or of any unit of local government or school district, or any property made or being made under contract for the State of Illinois or any department or agency of the State, or any unit of local government or school district; or (2) receives, conceals, or retains the record, voucher, money, thing of value, or property of the State of Illinois or any department or agency of the State, or of any unit of local government or school district, or any property made or being made under contract for the State of Illinois or any department or agency of the State, or any unit of local government or school district with intent to convert it to his or her use or gain, knowing it to have been embezzled, stolen, purloined, obtained by fraud, or converted. Establishes penalties based on the value of the property unlawfully obtained. Changes the statute concerning misapplication of funds. Includes embezzling, stealing, obtaining by fraud, or otherwise without authority knowingly converting to the use of any person other than the rightful owner or intentionally misapplying, property that is owned by, or is under the care, custody, or control of the State of Illinois or of any agency of the State, a unit of local government, or school district.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Creates a deduction in an amount equal to 15% of the tax imposed under the Use Tax Act or the Retailers' Occupation Tax Act on the selling price of an alternative fuel vehicle or electric vehicle purchased during the taxable year. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a multi-function school activity bus (MFSAB) may be used to transport students for any curriculum-related activity except for transportation from home to school or from school to home. Provides that a MFSAB authorized to transport students under the new provisions must be operated by a holder of a school bus driver permit and is subject to certain provisions concerning contractual student transfer arrangements, contracts requiring school bus driver permits, liability insurance, and safety testing. Effective immediately.
Amends the Unified Code of Corrections. Provides that the Director of Corrections shall not award good conduct credit for meritorious service to an inmate unless the inmate has served a minimum of 60 days in the custody of the Department of Corrections. Effective immediately.
