Amends the State Officers and Employees Money Disposition Act. Provides that any interest earnings that are attributable to moneys in the protest fund must be deposited into the protest fund. Provides that, for moneys paid to the State under protest on and after July 1, 2014, any authorized payment from the protest fund shall bear prorated interest based upon the average monthly investable balance from the date of deposit through the date of disbursement from the protest fund. Provides that, on and after July 1, 2014, when the party paying under protest fails in the protest action, any interest earned and retained within the protest fund shall be transferred into the General Revenue Fund.

Amends the Code of Criminal Procedure of 1963 and the Illinois Domestic Violence Act of 1986. Provides that in issuing an order of protection, the court may restrain a party from cashing, borrowing against, canceling, transferring, disposing of, or changing the beneficiaries of any insurance or other coverage held for the benefit of the parties or a child or children of the parties for whom support may be ordered, or both.
Urges the Comptroller to use all revenues in excess of the $35,446,000,000 on which the Fiscal Year 2014 budget was constructed to pay outstanding bills.

Amends the Illinois Religious Freedom Protection and Civil Union Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 2012. Imposes an assessment for various human trafficking offenses be collected and distributed in accordance with the Specialized Services for Survivors of Human Trafficking Fund. Amends the Code of Criminal Procedure of 1963. Makes changes concerning forfeiture for individuals convicted of keeping a place of prostitution. Modifies the allocation percentages of moneys and sale proceeds forfeited by individuals convicted of involuntary servitude and trafficking of persons. Amends the Illinois Vehicle Code. Provides that the Secretary may issue special registration plates designated as "Support Survivors of Human Trafficking" license plates. Sets forth registration and fee requirements.
Amends the Illinois Municipal Code. Creates a tax increment allocation financing extension for an ordinance adopted on July 1, 2002 by the Village of Arlington Heights. Effective immediately.
Amends the Animal Welfare Act. Increases certain penalties that the Department of Agriculture shall impose upon a person or entity who violates any provision of the Act or rule adopted under the Act. Provides that an administrative fine of $500 (rather than $200) shall be imposed for the first violation; a fine of $1,000 (rather than $500) shall be imposed for a second violation that occurs within 3 years after the first violation; and that mandatory probationary status and a fine of $2,500 (rather than mandatory probationary status and a fine of $1,000) shall be imposed for a third violation that occurs within 3 years after the first violation. Effective immediately.
Amends the Service Use Tax Act. Makes a technical change concerning stating the tax as a distinct item.
Amends the Local Government Debt Reform Act. Provides that the approval of bonds authorized to be issued under the Counties Code and approved by Jackson County voters in a 1994 referendum, of which less than $200,000 were issued, and for which the purpose of the bonds is flooding prevention, shall remain approved for 25 years after the date of the referendum. Effective immediately.
