Amends "An Act making appropriations", Public Act 98-64. Reduces a Fiscal Year 2014 appropriation from the General Revenue Fund to the Office of the Governor for operational expenses from $5,521,100 to $4,521,000. Effective January 1, 2014.

Amends the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act. Makes a technical change in a Section concerning the registration of protective orders.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that any taxpayer that has been awarded an EDGE credit for a taxable year beginning on or after January 1, 2014 may elect to claim up to 20% of the amount of the credit against its obligation to pay over withholding taxes. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.
Amends the General Assembly Article of the Illinois Pension Code. Provides that a vacancy in the office of an annuitant member of the board of trustees shall be filled for the unexpired term by the remaining members of the board with an annuitant of the System who has served in the General Assembly. Effective immediately.
Calls on the Chairman of the METRA Board of Directors to resign his position and calls upon the Board to elect a new Chairman.
Amends the Downstate and Chicago Police and Firefighter Articles of the Illinois Pension Code. Delays by one year a procedure under which the Comptroller is required to divert certain State payments from the intended recipient to a pension fund when the intended recipient is more than 90 days overdue in making a required contribution to the pension fund. Effective immediately.
Amends the Illinois Income Tax Act. Creates a deduction in an amount equal to 20% of the tax imposed under the Use Tax Act or the Retailers' Occupation Tax Act on the selling price of an alternative fuel vehicle or electric vehicle purchased during the taxable year. Effective immediately.
Amends the Downstate Police and Firefighter Articles of the Illinois Pension Code. Amends the Criminal Code of 2012. Creates the offense of theft of public funds. Provides that a person commits the offense when he or she: (1) embezzles, steals, purloins, obtains by fraud, or knowingly converts to his or her use or the use of another, or without authority sells, conveys, or disposes of, any record, voucher, money, or thing of value of the State of Illinois or any department or agency of the State, or of any unit of local government or school district, or any property made or being made under contract for the State of Illinois or any department or agency of the State, or any unit of local government or school district; or (2) receives, conceals, or retains the record, voucher, money, thing of value, or property of the State of Illinois or any department or agency of the State, or of any unit of local government or school district, or any property made or being made under contract for the State of Illinois or any department or agency of the State, or any unit of local government or school district with intent to convert it to his or her use or gain, knowing it to have been embezzled, stolen, purloined, obtained by fraud, or converted. Establishes penalties based on the value of the property unlawfully obtained. Changes the statute concerning misapplication of funds. Includes embezzling, stealing, obtaining by fraud, or otherwise without authority knowingly converting to the use of any person other than the rightful owner or intentionally misapplying, property that is owned by, or is under the care, custody, or control of the State of Illinois or of any agency of the State, a unit of local government, or school district. Effective immediately.
Amends the Illinois Health Facilities Planning Act. Provides that beginning on the effective date of the amendatory Act the Health Facilities and Services Review Board is dissolved and the terms of its members shall cease. Amends various Acts to make corresponding changes. Effective July 1, 2013.
