Amends the Municipal Code. Provides that a municipal ordinance designating an official map must state the size of residential lots. Provides that territory subject to an official plan or map and a municipal planning ordinance (instead of only an official plan or map) shall be exempt from any less restrictive county rules or regulations (now, the territory is only exempt from rules and regulations under a specific provision of the Counties Code relating to maps, plats, and subdivisions in counties with a population of less than 500,000 that are served by the Northeastern Illinois Planning Commission). Effective immediately.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Makes a technical change in a Section authorizing the Department of Revenue to adopt rules.
Amends the Court of Claims Act. Grants the court exclusive jurisdiction over claims for time unjustly served when the person was wrongfully accused of the crime for which he or she was imprisoned and a court of competent jurisdiction finds that the evidence that resulted in his or her conviction was erroneous or that new evidence indicates that the person did not commit the crime for which he or she was imprisoned (in addition to jurisdiction when the person received a pardon by the Governor stating that such pardon is issued on the ground of innocence of the crime for which he or she was imprisoned). Increases the maximum statutory awards to a person released from prison because of these factors.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the State Finance Act. Provides that moneys in the State Pensions Fund shall be used for the funding of the unfunded liabilities of the 5 State-funded retirement systems (rather than for payment of or repayment to the General Revenue Fund of a portion of the required State contributions to the designated retirement systems). Provides that the payments to the designated retirement systems shall be in addition to, and not in lieu of, any State contributions required under the Illinois Pension Code. Provides that, for fiscal year 2010 and each fiscal year thereafter, as soon as may be practical after any money is deposited into the State Pensions Fund from the Unclaimed Property Trust Fund, the State Treasurer shall apportion the deposited amount to the designated retirement systems to reduce their actuarial reserve deficiencies. Provides that the amount apportioned to each designated retirement system shall constitute a portion of the amount estimated to be available for appropriation from the State Pensions Fund that is the same as that retirement system's portion of the total actuarial reserve deficiency of the systems. Makes conforming changes in the Illinois Pension Code, the State Pension Funds Continuing Appropriation Act, and the Uniform Disposition of Unclaimed Property Act. Effective immediately.
Amends the School Code. In a Section concerning an Internet safety education curriculum, provides that beginning with the 2009-2010 school year, a school district must incorporate into the school curriculum a component on Internet safety to be taught at least once each school year to students in grade 3 or above. Requires the State Board of Education to develop a model curriculum for educating children regarding child online safety. Requires the State Board of Education to provide to each school district educational materials for parents regarding child online safety.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning financial exploitation of an elderly person.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
