ST POLICE-MISSING SENIORS

Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.

SCH CD-INTERVENTION TASK FORCE

Amends the School Code. Creates the Innovation, Intervention, and Restructuring Task Force for the purpose of developing strategies to allow for the innovation, intervention, and restructuring of schools, including those that need comprehensive or focused intervention. Requires the task force to submit its strategies for allowing intervention and innovation, in the form of recommendations, in a comprehensive report to the Governor, the General Assembly, and the State Superintendent of Education not later than December 31, 2009. Effective immediately.

HIGHER ED-ENERGY CONSERVATION

Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.

GOMB-COMMUNITY CARE FUNDING

Encourages the Governor's Office of Management and Budget to utilize the funds available due to the increased Federal Medical Assistance Percentage, also known as FMAP, along with funds available in the Health and Human Services Medicaid Trust Fund and funds available in the Community Mental Health Medicaid Trust Fund to maintain appropriation levels supporting current community care provided by mental health and substance misuse treatment community providers and increase funding to pay the State's obligations in a timely fashion.

FIN REG-AFFILIATES

Amends the Corporate Fiduciary Act. Adds provisions concerning investments and participation by affiliates of any bank or trust company acting in its fiduciary capacity. Provides that any bank or trust company may purchase services or products from an affiliate, provided that the purchase is otherwise prudent and not prohibited by the instrument governing the fiduciary relationship. Provides that the compensation for the service or product may be in addition to the compensation that the bank or trust company or its affiliate is otherwise entitled as a fiduciary. Provides that the bank or trust company must disclose, in a specified manner, any purchase authorized by the new provisions. Provides that the new provisions apply to any bank or trust company doing banking or trust business in this State, including any national bank or national trust company or any of its affiliates.

AUTISM SPECTRUM DISORDERS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

PEN CD-ART 3 & 4-VARIOUS

Amends the Pension Impact Note Act. Requires that a pension impact note for legislation affecting downstate police and downstate firefighter pension funds must demonstrate the fiscal impact of the legislation on at least 25 municipalities with the pension funds. Amends the Property Tax Extension Limitation Law in the Property Tax Code. Exempts, from the definition of "aggregate extension", all contributions to a pension fund created under certain Articles of the Illinois Pension Code. Amends the Illinois Pension Code. Makes changes concerning prohibited transactions by fiduciaries of a pension fund established under the Downstate Police or Downstate Firefighter Article (Article 3 or 4), examinations of pension funds, and witnesses and adds provisions concerning consulting services, prohibitions on gifts for members of a board of trustees of a pension fund established under Article 3 or 4, fraudulent claims for disability pensions by police officers and firefighters, award of benefits, publication of a notice regarding the fiscal status of a pension fund established under Article 3 or 4, and a report by the Commission on Government Forecasting and Accountability on pension funds established under Article 3 or 4. Makes other changes. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

INC TX-RE INVESTMENT TRUSTS

Amends the Illinois Income Tax Act. Provides that, for any financial organization and its subsidiaries and affiliates that directly or indirectly own more than 50% of a captive real estate investment trust in a manner that is substantially similar to the ownership structure described in a certain ruling by the Department of Revenue, the income taxation of that organization is on the same basis with respect to the captive real estate investment trust as described in that ruling. Effective immediately.

RENTAL HOUSING SUPPORT-GRANTS

Amends the Rental Housing Support Program Act. In provisions concerning grants to local administering agencies, provides that in order to ensure that the distribution of the funds within the geographic areas are awarded on an equitable basis based on the amount of funds delivered by individual counties, the Illinois Housing Development Authority shall create a plan to reserve previously collected funds for the county from which the funds were originally generated. Effective immediately.
