Amends the Firearm Concealed Carry Act. Provides that if a person files a complaint in circuit court alleging that a unit of local government has violated State preemption under the Act by adopting an ordinance or resolution restricting a licensee or business under the Act and the court finds that the allegations in the complaint are true, the court shall order that the unit of local government pay plaintiff's court costs, attorney's fees, actual damages, and at least $1,000 per day per violation in punitive damages from the time of the filing of the complaint as the court deems appropriate. Effective immediately.

Amends the Local Governmental Acceptance of Credit Cards Act. Makes a technical change in a Section concerning the short title.
Amends the Block Grants for Chicago Article of the School Code. Removes provisions that require the educational services block grant to include Special Education and funding for children requiring special education services. Makes related changes. Effective immediately.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Chemical Safety Act. Repeals a provision that requires the Illinois Department of Employment Security to annually provide the Illinois Emergency Management Agency with a list of regulated facilities that are covered by certain Standard Industrial Classification (SIC) codes.
Amends the Election Code. Provides that, at a State convention, each county shall be entitled to one delegate for each 500 ballots voted by the primary electors of the party in such county at the most recent general primary held prior to the convention (instead of the primary to be held next after the call for the convention). Provides that the State Board of Elections or the appropriate election authority or local election official shall notify a person for whom a petition for nomination has been filed of the obligation to file campaign disclosure documents (now, those documents are listed). Provides that an election authority shall, at least 46 days (now, 45 days) prior to the date of the primary election, have a sufficient number of ballots printed so that the ballots will be available for mailing 45 days prior to the primary election. Provides that the State Board of Elections shall send a written notice of any fine or penalty assessed or imposed against the political committee by first class mail (instead of certified mail) to the address of the political committee. Makes other changes. Makes various technical corrections. Effective immediately.
Amends the School Code. Removes language that provides that the Block Grants Article does not apply to the Chicago school district. Amends the Block Grants for Chicago Article. Removes provisions concerning the treatment of block grants under the Block Grants Article for purposes of calculating the amount of block grants for the Chicago school district under the Block Grants for Chicago Article. Removes language that provides that payments to the Chicago school district with respect to each program for which payments to school districts generally, as of June 26, 2002, are on a reimbursement basis shall continue to be made to the district on a reimbursement basis, pursuant to the provisions of the Code governing those programs. Effective immediately.
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Amends the Eminent Domain Act. Makes a technical change in a Section concerning the short title.
Amends the Wildlife Code. Adds the Gray wolf, American black bear, and Cougar to the list of protected species under the Act.
