Amends the Illinois Dental Practice Act. Changes the circumstances under which a dental hygienist may be employed or engaged. Provides the procedures and acts that a dental hygienist may perform under specified circumstances.

Amends the Illinois Vehicle Code and the Unified Code of Corrections. Provides that a person who intentionally damages agricultural crops on private property while operating a motor vehicle is guilty of: a Class A misdemeanor if the damage does not exceed $300; a Class 4 felony if the damage exceeds $300 but does not exceed $10,000; a Class 3 felony if the damage exceeds $10,000 but does not exceed $100,000; or a Class 2 felony if the damage exceeds $100,000. Provides that, in addition to any other penalty that may be imposed, the person's driving privileges shall be suspended for 6 months. Provides that, if the person held an instruction permit for a minor at the time of the offense, the person's instruction permit shall be revoked. Effective immediately.
Amends the Criminal Code of 1961. Provides that it is unlawful for a child sex offender to knowingly loiter on a public way within 1,000 (rather than 500) feet of a school building or school grounds while persons under the age of 18 are present in the building or on the grounds. Provides that it is unlawful for a child sex offender to reside within 1,000 (rather than 500) feet of a school building or school grounds that persons under 18 years of age attend. Exempts persons who purchased property before the effective date of the amendatory Act.
Creates the Executive Branch Boards and Commissions Sunset Act. Provides that, unless the General Assembly specifically provides otherwise by law taking effect after the effective date of this Act, all executive branch boards and commissions are eliminated and cease to exist on January 1, 2008 and that the members of any executive board or commission shall serve without compensation but may be reimbursed only for their reasonable expenses directly related to the official business of the board of commission.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois, the Counties Code, the Township Code, the Illinois Municipal Code, the Park District Code, and the School Code. Authorizes the Department of Transportation and any unit of local government, park district, or school district that contains vacant lands owned by the Department to enter into a lease agreement for the use of those vacant lands. Provides that the lease agreement may be for less than fair market value and must prohibit the unit of local government, park district, or school district from erecting any permanent structure upon the property.
Amends the State Finance Act. Provides that the authority for the Director of the Governor's Office of Management and Budget to direct the allocation and transfer of certain funds into the General Revenue Fund to help defray the State's operating costs for the fiscal year terminates on June 30, 2004 and that no funds may be transferred or allocated under the authority of those provisions after June 30, 2004. Effective June 30, 2004.
Amends the Senior Citizens Assessment Freeze Homestead Exemption provisions in the Property Tax Code. Provides that each county may opt to increase the annual income eligibility limits beginning with taxable year 2003. Provides that to increase the income eligibility limit up to an annual household income of $50,000 (now, $40,000 statewide) for taxable year 2003 and thereafter, the corporate authorities of the county must adopt an ordinance or resolution, as appropriate, approving the increased income eligibility limits for the senior citizens assessment freeze homestead exemption program in that county. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Restores the tax exemptions eliminated by Public Act 93-24. Amends the Illinois Vehicle Code. Reinstates the replacement vehicle tax concerning a transaction for which the use and occupation tax exemption is restored under this amendatory Act. Effective July 1, 2004.
Creates the Environmental Resources Advisory Committee to examine the environmental impact of new and expanded energy producing facilities.
