Creates the Fire Protection Task Force for the purpose of studying consolidation and merger of services among fire protection districts.

Amends the Property Tax Code. Makes a technical change in a Section concerning leaseback exemptions.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois, the Counties Code, the Township Code, the Illinois Municipal Code, the Park District Code, and the School Code. Authorizes the Department of Transportation and any unit of local government, park district, or school district that contains vacant lands owned by the Department to enter into a lease agreement for the use of those vacant lands. Provides that the lease agreement may be for less than fair market value and must prohibit the unit of local government, park district, or school district from erecting any permanent structure upon the property. Effective immediately.

Amends the Criminal Code of 1961. Provides that possession by a defendant of 100 or more items of child pornography is prima facie evidence that the defendant possessed those items with the intent to disseminate them.
Amends the Illinois Police Training Act. Provides that the curriculum for probationary officers in all certified schools shall include specific training for responses to domestic abuse. Amends the State Finance Act to create the Domestic Abuse and Domestic Violence Police Training Fund. Provides that the Illinois Law Enforcement Training Standards Board shall make grants from the fund to approved law enforcement training academies for research, development, and implementation of curricula and improved training programs related to issues of domestic abuse and domestic violence.
Amends the Property Tax Code. Makes a technical change in a Section concerning exemptions for United States property.
Amends the Property Tax Code. Prohibits township assessors, multi-township assessors, and supervisors of assessments and their deputies and employees from having an interest, directly or indirectly, in any business concern that provides assistance to any taxpayer to challenge the assessment or valuation of any real property that is located in the county in which the assessor or supervisor of assessments serves in his or her office. Provides that a violation of this prohibition is a petty offense and violators may not serve as an assessor, supervisor of assessments, or deputy or employee of an assessor or supervisor of assessments.
Amends the Code of Criminal Procedure of 1963. Provides that any person who fails to answer an officer's temporary questioning (after the officer identifies himself as a peace officer and demands the name and address of the person and an explanation of his or her actions) is guilty of a Class A misdemeanor. Effective immediately.
Amends the Senior Citizens Assessment Freeze Homestead Exemption in the Property Tax Code. Provides that, beginning in taxable year 2006, eligibility for the exemption is determined based on "adjusted household income" (now, based on "household income"). Defines "adjusted household income" as household income minus legitimate medical expenses. Defines "legitimate medical expenses" as medical expenses paid by the applicant or a member of the applicant's household during the calendar year preceding the taxable year that are deductible as individual medical expenses under the federal Internal Revenue Code. Effective immediately.
