PROP TX-SENIOR FREEZE EXEMPT

Amends the Property Tax Code. Authorizes counties with less than 3,000,000 inhabitants to provide that if a person has been granted a Senior Citizens Assessment Freeze Homestead Exemption for 2 consecutive years, then the person qualifying need not reapply for the exemption. Effective immediately.

UTILITIES-SYNTHETIC NATURL GAS

Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.

ST POLICE-INTERNET GANG CRIME

Amends the Department of State Police Law of the Civil Administrative Code of Illinois. In a Section concerning the creation and operation of Internet Gang Crime Units, allocates moneys to the Lake County Metropolitan Enforcement Group (instead of to the Village of Round Lake Heights Police Department). Provides that the Internet Gang Crime Unit Pilot Program terminates on July 1, 2011 (instead of 2010). Effective immediately.

LABOR-MASS TRANSIT STRIKE

Creates the Mass Transit District Labor Relations Act. Provides that no public employee or employee organization of a mass transit district shall engage in a strike, and no public employee or employee organization of a mass transit district shall cause, instigate, encourage, or condone a strike. Contains provisions concerning penalties, payroll deductions, objections, and injunctive relief. Amends the Illinois Public Labor Relations Act to make conforming changes. Effective immediately.

PROP TX- VALUATION REVISIONS

Amends the Property Tax Code. Provides that the chief county assessment officer may not collect a fee of more than $0.20 per parcel for furnishing certain documents related to valuation complaints if those documents are furnished in electronic format. Effective immediately.

TIF EXTEND-LIBERTYVILLE

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 23, 1986 by the Village of Libertyville must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.

CRIM PRO-HEARSAY

Amends the Code of Criminal Procedure of 1963. Provides that if a defendant is accused of child pornography or aggravated child pornography or the defendant is accused of first degree murder or second degree murder when the commission of the offense involves sexual penetration or sexual conduct, evidence of the defendant's commission of another such offense or evidence to rebut that proof or an inference from that proof, may be admissible (if that evidence is otherwise admissible under the rules of evidence) and may be considered for its bearing on any matter to which it is relevant. Provides that (1) testimony by the victim of an out of court statement made by the victim that he or she complained of such act to another; and (2) testimony of an out of court statement made by the victim describing any complaint of such act or matter or detail pertaining to any act which is an element of an offense which is the subject of a prosecution for a sexual or physical act against that victim are admissible as exceptions to the hearsay rule in prosecutions for any sex offense as defined in the Sex Offender Registration Act.
