Urges the Governor to fully implement Public Act 94-696 that created the Department of Juvenile Justice and report back to the 95th General Assembly no later than December 1, 2007 the named directors, board members, and other referenced personnel that the Executive branch is under a duty by law to appoint.

Amends the Environmental Protection Act. Requires an owner or operator of land to apply for and receive a permit from the Illinois Environmental Protection Agency to increase the rate of landscape waste application to greater than the "agronomic rate" (20 tons per acre per year). Specifies the permit application process. Provides that written notice of a permit request must be served to (i) specified land owners, (ii) the governing body of the municipality and county board of the county in which the proposed composting facility is to be located, and (iii) the members of the General Assembly from the legislative district in which the proposed composting facility is to be located. Specifies the permit review process. Provides that any person shall have the right to inspect and to copy any permit application upon a formal written request to the Agency. Provides that a permit shall be valid for up to 2 years from the date of issuance. Effective immediately.
Appropriates $15,000,000 from the General Revenue Fund to the Department of Human Services to cover the cost of new community-integrated living arrangement (CILA) placements. Effective July 1, 2007.
Amends the Illinois Marriage and Dissolution of Marriage Act. Makes a technical change in a Section concerning child custody.
Amends the Illinois Public Aid Code. Directs the Department of Healthcare and Family Services to establish a Medicaid pilot program under which prospective capitated payments are made to counties for medical assistance. Provides that the pilot program shall operate for at least 3 years, and provides that the Department shall select at least 3 counties to initially participate in the program. Provides that each of those 3 counties must be served by a single hospital. Requires the State and each participating county to agree to key performance goals. Provides for prospective payments to each participating county for health care services provided to medical assistance enrollees, and provides for payment of a percentage of the "pool of medical assistance funds" to a county that meets its key performance goals. Provides that payments to each county must be made to and disbursed by a "county payer" designated by the county. Provides for oversight. Effective immediately.
Amends the State Finance Act. Provides that each appropriation for a legislative member initiative must be by a separate line item appropriation that fully describes the legislative member initiative. Provides that no legislative member initiative may be funded through a lump sum appropriation. Defines "legislative member initiative".
Creates the Agency Appropriation Act. Provides that an appropriation bill introduced in and passed by the General Assembly shall contain appropriations to no more than one State department, State agency, or other entity of State government.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for habilitative services, including, but not limited to occupational therapy, physical therapy, and speech therapy for children under the age of 19 with congenital or genetic defects existing at or from birth or with a defect acquired at a young age. Amends the State Mandates Act to require implementation without reimbursement.
Appropriates $500,000 from the General Revenue Fund to the Department of Human Services for hippotherapy (horse therapy) services for autistic children and other persons suffering from conditions including, but not limited to, cerebral palsy, multiple sclerosis, developmental delay, traumatic brain injury, stroke, and learning or language disabilities who could benefit from such services. Effective July 1, 2008.
