Amends the General Assembly Operations Act. During a person's lifetime, limits that person to a total of 10 years of service in partisan caucus offices in both houses of the General Assembly. Does not apply to the offices of President of the Senate and Speaker of the House of Representatives. Does not apply to service before the bill's effective date.

Amends the Illinois Public Aid Code. Provides that if (i) the State Disbursement Unit collects child support from an obligor pursuant to an order for support, (ii) the obligor complies with all of the requirements of the order for support and does not incur any arrearage in the payment of child support, (iii) the child attains 18 years of age and the obligation to pay child support under the order terminates, and (iv) the State Disbursement Unit continues to collect child support from the obligor after the child attains 18 years of age and the obligation to pay child support under the order terminates, then the State Disbursement Unit must refund to the obligor all amounts of child support collected from the obligor after the obligation to pay child support under the order terminated. Provides that the State Disbursement Unit must make the refund to the obligor within 60 days after the State Disbursement Unit learns of the wrongful collection of child support from the obligor. Provides that if the State Disbursement Unit does not make a refund to an obligor as required, then the obligor may file a petition in the Court of Claims for the amount due.
Amends the Driver's License Medical Review Law of the Illinois Vehicle Code. Provides that a person has a right to a hearing (rather than a right to request a hearing) before the Secretary of State if the person has used all possible review by the Driver's License Medical Advisory Board and the person's driver's license has been restricted, canceled, or denied. Provides that the person has the right to be present when the hearing is conducted. Provides that the Secretary of State shall prescribe procedures to be followed at a hearing in the presence of the person whose driver's license has been restricted, canceled, or denied. Effective immediately.
Urges the U.S. EPA and the Congress of the United States to ensure that the Toxic Substances Control Act of 1976 provide the necessary statutory and regulatory controls necessary to protect human health and the environment from the risks of industrial chemicals.
Amends the Open Meetings Act. Exempts an elder abuse fatality review team from the definition of a "public body" to which the Act applies.
Amends the Counties Code. Provides that a county may enter into certain contracts without advertising for bids if authorized by a vote of two-thirds of the members of the county board (now, the county may enter into emergency contracts without advertising for bids if authorized by the county board).
Creates the Plasma Arc Gasification Act. Sets out legislative findings. Provides that the Environmental Protection Agency shall adopt rules that provide an authorization process for plasma arc gasification as an alternative to land fill disposal of solid waste in the State. Provides that the Agency shall establish a permitting program for entities wishing to conduct plasma arc gasification in the State.
Amends the Illinois Wage Payment and Collection Act. Makes a technical change in a Section concerning the short title.
Appropriates $15,000,000 from the General Revenue Fund to the Department of Human Services to cover the cost of new community-integrated living arrangement (CILA) placements. Effective July 1, 2008.
Amends the Firearm Owners Identification Card Act. Provides that a person who has been adjudicated under the Mental Health and Developmental Disabilities Code as being in need of voluntary or involuntary mental health treatment within the past 5 years is ineligible for a Firearm Owner's Identification Card. Provides that the Department of State Police may have the Firearm Owner's Identification Card of such person revoked and seized. Effective immediately.
