Amends the Counties Code. Allows counties to impose a development impact fee by ordinance, resolution, or development agreement to undertake capital improvements, including the acquisition of land, improvements to the county highway system and to county buildings, and equipment and staffing. Sets forth requirements for setting the amount of the impact fee. Requires that the impact fees be deposited into interest bearing accounts designated solely for capital improvements for each school district, park district, library district, or fire protection district located in the county and affected by the new development, and provides that the county is accountable to each of those units of local government for the expenditure of those moneys. Effective immediately.

Amends the Water Use Act of 1983. Makes technical changes in a Section concerning the short title of the Act.
Amends the Probate Act of 1975. Provides that the court shall not appoint as guardian of the person of a minor any person whom the court has determined had neglected or substantially contributed to the minor becoming a neglected or abused minor, unless 5 years (instead of 2 years) have elapsed since the last proven incident of abuse or neglect.
Creates the Agency Appropriation Act. Requires separate legislative bills for appropriations to each State agency.
Amends the Juvenile Court Act of 1987. Provides that a minor who violates a condition of his or her probation or conditional discharge may be ordered detained in a juvenile detention home if the minor is at least 10 years of age and under 17 years of age. Provides that if the minor is at least 17 years of age the minor may be detained in the county jail. Effective immediately.
Amends the State Finance Act. Provides that each appropriation for a legislative member initiative must be by a separate line item appropriation that fully describes the legislative member initiative. Provides that no legislative member initiative may be funded through a lump sum appropriation. Defines "legislative member initiative". Effective immediately.
Amends the Illinois Vehicle Code. Provides that, when issuing an instruction permit to a minor, the Secretary of State shall issue a sign or signs with the words "Student Driver" printed on it. Provides that the Secretary shall adopt rules for implementing the provision. Provides that the sign or signs must be displayed, and must be visible from the front and rear, when the permit holder is driving.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section of the "Delinquent Minors" Article of the Act concerning the rights of victims.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Amends the Downstate Teacher Article of the Illinois Pension Code. Provides that a teacher who (i) has been receiving a disability, occupational disability, or disability retirement benefit for at least one year and (ii) remains unable to resume regular full-time teaching due to disability, but is able to engage in limited or part-time employment as a teacher, may engage in such limited or part-time employment as a teacher without loss of the disability, occupational disability, or disability retirement benefit, provided that the teacher's earnings for that limited or part-time employment, when added to the amount of the benefit, do not exceed 100% of the salary rate upon which the benefit is based. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
