Amends the Transportation Bond Act. Provides that snow removal equipment used in connection with the acquisition, construction, extension, reconstruction, and improvement of airport or aviation facilities is included in the items for which moneys may be provided under the Act.
Amends the Code of Civil Procedure. Makes a technical change in the Section concerning the application of proceeds of sale and surplus.
Amends the State Employee Article of the Pension Code to remove the Social Security offset against widow and survivor annuities for all annuitants, beginning January 1, 2005. Effective immediately.
Amends the School Code. Adds a Section concerning school referendum ballots. Contains only a caption.
Amends the Juvenile Court Act of 1987. Makes a technical change in the short title Section of the Act.
Amends the State Finance Act. Requires appropriations for legislative member initiatives to be by separate line items and not by lump sum. Defines terms. Effective immediately.
Amends the State Finance Act. Makes a technical change in a Section concerning the transfer of road fund money.
Amends the Downstate Teachers Article of the Illinois Pension Code. Extends the deadline for application for early retirement without discount from June 30, 2005 to June 30, 2010; also reduces the required contribution for some members. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the School Code. Provides that for school districts that maintain grades K to 12, inclusive, the debt limit is 20% (instead of 15%) of the value of the taxable property in the district. Effective immediately.
Amends the Counties Code. Makes technical changes in a Section concerning setting restrictions on the reduction of the size of a county.
