AGENCY APPROPRIATION ACT

Creates the Agency Appropriation Act. Requires separate legislative bills for appropriations to each State agency.

STUDENT TRANSFER ACHIEVEMENT

Creates the Student Transfer Achievement Reform Act. Provides that, commencing with the fall term of the 2014-2015 academic year, a community college student who enrolls in and subsequently earns an associate degree for transfer granted pursuant to the Act is deemed eligible for transfer into the baccalaureate program of a State university and must be considered to have fulfilled all lower division coursework in the major field of study. Requires each community college district to ensure that associate degrees for transfer adhere to the degree models under rules of the Illinois Community College Board, which shall include specific lower division courses in the major field of study that are comparable to the lower division courses in the major field of study at State universities, as agreed to by the Board of Higher Education and the Illinois Community College Board. Requires a State university to guarantee junior status to any community college student who is admitted under the provisions of the Act. Sets forth provisions concerning coursework, reviews and reports by the Board of Higher Education, and implementation of the Act. Amends the State Mandates Act to require implementation without reimbursement.

SANITARY DIST-5-MEMBER BOARD

Amends the Sanitary District Act of 1936. Provides that any appointed 3-member board of trustees of a sanitary district may be increased to a 5-member board of trustees. Sets forth the procedure for increasing the size of the board by ordinance or referendum. Specifies the terms of the trustees. Effective immediately.

UNEMPLOY INS-PART-TIME STUDENT

Amends the Unemployment Insurance Act. Provides that an individual shall not be deemed unavailable for work when he or she is a part-time student enrolled in an institution of higher education. Provides that "part-time student" means an individual enrolled in less than 8 credit hours per academic semester.

72-HOUR BUDGET REVIEW ACT

Creates the 72-Hour Budget Review Act. Specifies time periods during which certain appropriation or revenue legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.

MANUFACTURING JOB CREDIT

Creates the Manufacturing Job Destination Tax Credit Act and amends the Illinois Income Tax Act. Provides for a credit of 25% of the Illinois labor expenditures made by a manufacturing company in order to foster job creation and retention in Illinois. Authorizes the Department of Revenue to award a tax credit to taxpayer-employers who apply for the credit and meet certain Illinois labor expenditure requirements. Sets minimum requirements and procedures for certifying a taxpayer as an "accredited manufacturer" and for awarding the credit. Effective immediately.

DNR-NUISANCE PERMITS-PASTURES

Amends the Wildlife Code. Provides that the Department of Natural Resources shall investigate a complaint by an authorized owner or tenant of lands or their agents when any wild bird or wild mammal is known to be destroying property, including cattle pastures. Effective immediately.

SERVICEMEMBER PROTECTIONS

Creates the Illinois Service Member Civil Relief Act. Provides that nothing in the Act is intended to impair any existing right or benefit available to any service member. Provides that certain legal protections afforded to service members (and family members where specified) are subject to stated provisions of law. Amends the Illinois Administrative Procedure Act to set forth a provision concerning stays of contested case hearings for service members. Amends the Civil Administrative Code of Illinois to set forth a provision concerning deadline extensions for service members. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois to make changes to the provision concerning bulk long distance telephone services for military personnel in military service (now on active duty). Amends the Military Code of Illinois, Illinois Municipal Code, Illinois Insurance Code, Public Utilities Act, Service Member's Employment Tenure Act, Code of Civil Procedure, Landlord and Tenant Act, Uniform Commercial Code, Interest Act, Retail Installment Sales Act, Military Personnel Cellular Phone Contract Termination Act, and Motor Vehicle Leasing Act to make changes in certain provisions concerning military personnel. Amends the Illinois Human Rights Act to provide that a violation of specified provisions regarding legal protections for military personnel constitutes a civil rights violation under the Illinois Human Rights Act.
