PROCUREMENT-SERVICE ORGS

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.

CRIM CD-FIREARM TRANSPORT

Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.

ENDOW ILLINOIS TAX CREDIT ACT

Creates the Endow Illinois Tax Credit Act and amends the Illinois Income Tax Act. Requires the Department of Revenue to authorize an income tax credit to taxpayers who provide an endowment gift to a permanent endowment fund. Sets forth procedures and criteria for authorizing the credits. Provides that the aggregate amount of all credits that the Department may authorize may not exceed $10,000,000 in 2013, $25,000,000 in 2014, or $50,000,000 in 2015 and each calendar year thereafter. Provides conditions for eligibility. Requires the Department to make an annual report concerning the credits. Provides that the credit may be carried forward for 5 years. Exempts the credit from the Act's sunset provisions. Effective immediately.

NURS HM-MANAGED CARE RIGHTS

Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.

ELECTIONS-CONTRIBUTION LIMITS

Amends the Election Code. With respect to campaign contributions to a candidate political committee from a political party political committee, makes the limits that apply during a general primary election cycle apply during any election cycle. Effective immediately.

JURY-EXCUSE AGE 65 AND OLDER

Amends the Jury Act and the Jury Commission Act. Provides that a prospective juror who is 65 years of age or older shall, upon request, be excused from jury service.

CRIM CD-DECEPTION

Amends the Criminal Code of 2012. Provides that a person also commits a deceptive practice when he or she knowingly obtains, by deception, the signature of another person to a document. Provides that knowingly obtaining, by deception, the signature of another person to a document is a Class A misdemeanor. Provides that a second offense is a Class 4 felony and a third or subsequent offense is a Class 3 felony. Defines "by deception" as including knowingly misrepresenting or omitting any fact material to a document or transaction involving a document. Effective immediately.

TAX EXEMPT-VET MOTOR VEHICLE

Amends the Use Tax Act, the Retailers' Occupation Tax Act, and the motor vehicle privilege tax provisions of the Illinois Vehicle Code. Exempts from these taxes motor vehicles sold to an Illinois resident who is a service member on active duty or returning to Illinois from active duty and who applies for registration in Illinois while on active duty or within one year after leaving active duty.

IDENTITY THEFT DATABASE

Creates the Attorney General Identity Theft Database Act. Provides that the Attorney General shall establish and maintain a database of persons who have been victims of identity theft. Provides that the Office of the Attorney General shall provide a victim of identity theft or his or her authorized representative access to the database in order to establish that the person has been a victim of identity theft. Provides that access to the database shall be limited to criminal justice agencies including law enforcement agencies, victims of identity theft, and persons and agencies authorized by the victims. Provides that in order for a victim of identity theft to be included in the database, he or she shall submit to the Attorney General a court order obtained under any provision of law, a full set of fingerprints, and any other information prescribed by the Attorney General. Provides that upon receiving the information, the Office of the Attorney General shall verify the identity of the victim against any driver's license or other identification record maintained by the Secretary of State. Amends the Illinois Identification Card Act and the Illinois Vehicle Code to make conforming changes.
