Amends the Code of Criminal Procedure of 1963. Provides that a petitioner for post-conviction relief who was convicted of a felony offense committed when that person was under 21 years of age who seeks leave to file a successive post-conviction petition claiming that his or her sentence violates the proportionate penalties clause of the Illinois Constitution does not have to demonstrate cause. Effective immediately.

Provides that the Act may be referred to as the Eddie Thomas Act. Amends the Unified Code of Corrections. Provides that no later than December 1 of each year, the Department of Corrections shall prepare a report to be published on its website that contains, at a minimum, the following information about hospice and palliative care in its institutions and facilities during the prior fiscal year: (1) demographic data of committed persons who received hospice and palliative care; (2) data on the number of committed persons in the Department's hospice and palliative care programs; (3) data on the timing of hospice and palliative care programming; (4) the number of committed persons in the custody of the Department who died; (5) policies and administrative directives of each Department institution and facility regarding the institution of hospice and palliative care; (6) the staff available for hospice and palliative care; and (7) the cost of the Department's hospice and palliative care programs. Provides that all such data shall be anonymized to protect the privacy of the committed persons involved in the hospice and palliative care programs.

Recognizes the extraordinary artistic, cultural, and historical significance of the Benin Bronzes, including their craftsmanship, symbolism, and enduring global importance. Further recognizes the historical injustice associated with the original creation of the Benin Bronzes and the subsequent British acquisition and distribution of the relics. Acknowledges the interconnected histories of the Benin Bronzes, the transatlantic slave trade, and colonial violence and affirms the importance of presenting these histories accurately, responsibly, and with cultural sensitivity. Encourages museums and cultural institutions to continue engaging with source communities, scholars, and the public to promote ethical stewardship, shared understanding, and educational access to this heritage. Supports efforts to use the Benin Bronzes as instruments for learning, dialogue, and cultural healing, fostering greater awareness of Africa's rich artistic traditions and the historical forces that shaped their global journey. Commits to using the platform of the Illinois General Assembly to promote public education, historical literacy, and constructive international cultural engagement grounded in respect, collaboration, and truth.

Commemorates the 250th anniversary of the United States of America and the Declaration of Independence. Honors the countless activists and everyday citizens who have pushed this nation closer to its ideals. Expresses commitment to a future that reflects the full diversity and promise of the American people.

Appropriates $10,000,000 from the General Revenue Fund to Department of Commerce and Economic Opportunity for grants to the Job Training and Economic Development program. Effective July 1, 2026.

Appropriates $150,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grants to each State-designated cultural district in the amounts of $5,000,000 to each State-designated cultural district for the operation of the district and $5,000,000 to each State-designated cultural district for capital improvements to the district. Effective July 1, 2026.

Recognizes the 100th anniversary of the movement started by Dr. Carter G. Woodson to celebrate Black history. Affirms that Black history is American history and its preservation is essential to the strength of our democracy and the freedoms we hold dear. Encourages all citizens, schools, and cultural institutions in Illinois to engage with the full, accurate truth of our history.

Appropriates $10,000,000 from the General Revenue Fund to the Department of Human Services for the Housing is Recovery program. Effective July 1, 2026.
