Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that levies by fire protection districts for insurance are excluded from the definition of "aggregate extension". Provides that all special purpose extensions made by a fire protection district for contributions to a firefighter's pension fund are excluded from the definition of "aggregate extension" (currently, only to the extent of the certification under the Illinois Pension Code).

Amends the Illinois Human Rights Act. Provides that it is a civil rights violation for a third party client, as that term is defined by the Day and Temporary Labor Services Act, to fail to investigate a staffing agency's hiring practices if the third party client has reason to believe that the staffing agency is engaging in any discrimination in the hiring and assigning of day laborers. Amends the Day and Temporary Labor Services Act. Provides that a day and temporary labor service agency shall collect, from each person seeking work as a day or temporary laborer, demographic information on a contact form which allows the person to self-identify his or her race and gender. Provides that the collected information shall be maintained separately from any personnel files used to make job assignments. Provides that the day and temporary labor service agency shall submit the information to the Department of Labor on an annual basis. Provides that the Department shall use the data to submit a yearly report to the General Assembly. Provides that the report shall detail the hiring practices of each branch office of the day and temporary labor service agency. Provides that an agent of a day and temporary labor service agency who submits to the Department false or altered data is guilty of a Class A misdemeanor.

Amends the Uniform Penalty and Interest Act. Makes a technical change in a Section concerning the short title.
Applauds the nationwide effort of the #AutoErase Campaign to bring awareness to the fact that individuals wrongfully arrested may still have an arrest record even after they are released and to remove the burden from the individual of having that wrongful arrest record erased; calls on all local, state, and federal agencies to automatically erase and destroy all information pertaining to arrest records of individuals wrongfully arrested and to ensure the arrest record does not appear in any local, state, or federal agency's database; calls on the United States Congress, states, and localities to ensure that an innocent individual's record appears as it did before the wrongful arrest occurred, at no expense and with no action required by the individual; supports that the innocent individual can in the future be legally and factually allowed to deny the arrest under all circumstances and on any local, state, federal, corporate, or private form, including, but not limited to, applying for a state-issued professional license, applying for a law enforcement job, applying for a federal or national security clearance, applying for a school-related job, buying a firearm or applying for a concealed carry permit, running for public office, or applying as a candidate for a state bar.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted a senior citizens homestead exemption, the person qualifying need not reapply for the exemption. Provides that the county recorder of deeds shall alert the assessor whenever the transfer of ownership of any property receiving a Senior Citizens Homestead Exemption has occurred. Provides that, if such a transfer occurs, the assessor shall remove the exemption and provide the new property owner with information concerning reapplication. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the nomination of candidates for the General Assembly.
Amends the Unified Code of Corrections. Repeals provision that committed persons shall be responsible to reimburse the Department of Corrections for the expenses incurred by their incarceration at a rate to be determined by the Department. Amends the Code of Civil Procedure to make conforming changes.
Creates the Laquan McDonald Act. Establishes a procedure for an election to recall the Mayor of Chicago, an alderman of the City of Chicago, and the Cook County State's Attorney. Effective immediately.
